The impending 2013 “Lianghui”(the annual meetings of the National People's Congress and Chinese People's Political Consultative Conference) is going to usher in the first year of the new central government. 2013 also marks a significant year in the great rejuvenation of the Chinese nation, i.e.“the Chinese Dream". The rejuvenation of the nation not only refers to economic progress, but also encompasses civilization flourishment and cultural prosperity, which, in Xi Jinping’s words, is the well-being of the country and the people, meaning that the people enjoy a decent, dignified and happy life, and the society is functioning healthily and orderly according to rule of law. A good image of the country is closely related with the happy life of the national well-being. Enhancement of the national happiness index is undoubtedly the basis and asset of public diplomacy.

Public Diplomacy should Emphasize Equal and Frank Communication

Many believe that to strengthen public diplomacy entails additional funding, bigger organization, increase in staff and media coverage, and more active engagement in the international competition of external public relations for the power of discourse. The author believes that while those activities are needed, it is more important to have equal and sincere exchanges with the foreign public.

City diplomacy is the mechanism and process of a city or local government’s efforts in building relationships with other actors in the international political arena, with the aim to represent the city/region or its interests. Three different schools of thought in diplomatic studies have different understandings of the concept of city diplomacy. City diplomacy practices present four characteristics:diversity and uniformity in its relations with the country’s overall foreign diplomacy, a capacity to realize the basic functions of traditional diplomacy, flexibility in formats including bilateral, multilateral forms, and potentials for innovation.

The historical role of a city has evolved from an inward convergence of surrounding people and objects into an extrovert connection with other cities and regions, as a result of the city’s intrinsic nature of communication and exchange as well as a changing external environment. So is the case for Chinese cities, whose international roles are present in many aspects and are constantly deepening. In the advancement of globalization and China's rising national strength, the capacity and function of the Chinese cities need to meet higher requirements. China's “world cities” is the inevitable direction for Chinese cities in the era of globalization.

The International Role of Cities: A Comparison Between Federalism and Unitary Systems

In the field of diplomacy, the federalism of the U.S. stipulates that the city, lacking constitutional power, will not pose a real challenge to national sovereignty. The ultimate goal of Japanese local governments’ efforts to internationalize their work is to increase the foreign understanding of Japan’s political economy, which is a part of public diplomacy falling under the management of the central government. In both legal authority division and policy orientation, the bottom line of foreign affairs related work of Chinese local governments is to serve overall national diplomacy and safeguard national sovereignty and interests.

China’s Work on International Friendship Cities: Development and Overall Objectives

China’s international sister cities program has celebrated its 40th anniversary and made remarkable achievements: it provides an important platform for China’s opening up and is an essential component of the country’s overall diplomacy; it presents channels for diplomacy of local government and city diplomacy; it is also a major carrier of public diplomacy and people-to-people diplomacy. Compared with developed countries, however, China’s history of international sister cities is relatively short and has huge potential to develop, both in quantity and quality. From a domestic point of view, the sister cities relationship building is hindered by uneven regional development. Internationally, the slow advancement in cooperation with countries in Africa, Latin America, South Asia, and South-Eastern Europe requires strengthening of policy research to guide the work of the local government.

Exchange and Broadcast of City Promotional Videos: Shanghai and Chicago,Houston

The Information Office of the Shanghai Municipal Government, in cooperation with the Shanghai Public Diplomacy Association, organized a series of “City Promotion Film Broadcasting” activities in Chicago and Houston. The image of Shanghai was shown on big screens at the two cities' landmark locations, and broadcast through television sets to reach people’s homes in Chicago and Houston, and people in Shanghai also became familiar with images of the two US cities. This is a successful attempt in the "going out and coming in" campaign of Shanghai’s external publicity and public diplomacy, a result of effective integration of different resources, including government's city promotion films and the network of overseas sister cities of Shanghai Public Diplomacy Association.

Xining's Public Diplomacy: Practice and Approach

The practice of local public diplomacy by Xining, Qinghai reflects its distinct regional characteristics as a remote ethnic area as well as Xining’s efforts of making the best of a diversity of platforms: the municipal government as a platform for event planning and coordiation; the international sister cities and non-governmental organizations as a channel for cultural, economic and trade exchanges; the young people as major actors in long-term and deeper interaction. For the future, Xining is going to promote local public diplomacy and target specific audience in five aspects, with awareness of breadth, relevance, appeal and influence.
