Great Wisdom and More Efforts Are Needed for China-US Relations: Building a New-type Relationship between Major Countries

In February and March 2013, the author visited the US for foreign policy promotion and exchanges in New York, Chicago, Dallas, and Los Angeles. During his extensive engagement with US think tanks, entrepreneurs, finance experts, the press and university faculty and students, the author proposes the viewpoint of mutual trust building in order to construct a new type of major power relations between China and the US.

The Foreign Affairs Committee of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) has conscientiously implemented the guiding principles put forward by Hu Jintao on further strengthening China's public diplomacy, in accordance with requirements from Jia Qinglin to vigorously promote CPPCC public diplomacy. Prioritizing public diplomacy as a new arena and a major task, the Foreign Affairs Committee has conducted activities rich in content and diverse in form, with visible success. The achievements are highly appreciated by the leadership of the CPPCC and widely acclaimed in the Chinese society as well as in the international community.

The Chinese Enterprises and Public Diplomacy Corporate Public Diplomacy: Macro-strategy and Micro-management

Multinationals are important carriers of a country’s image and major players of public diplomacy. Their engagement in public diplomacy, direct or indirect, generally falls under the concept of corporate public diplomacy. How to participate effectively in public diplomacy, however, raises difficult questions both in theory and practice, especially maintaining a balance between diplomatic goals and corporate goals, and reconciling government policies with corporate strategies. The mechanism, system and approach are worth constant in-depth discussion. This paper proposes a few preliminary viewpoints at both macro-strategy and micro-management levels.

Reviewing and summarizing the practice of public diplomacy and basic models of foreign multinationals’ efforts to “win the heart of China” can provide lessons for China to develop multinationals as public diplomacy carriers. Given the general background of China’s rise, and the fact that Chinese enterprises, SOEs in particular, are facing serious political concerns in foreign countries, corporate public diplomacy is probably still at the embryonic phase. Premature mandatory utilization might only prove to be counterproductive, and further damage their economic interests.
