Sichuan’s requirement for electric power increased rapidly in 2003. Main-net electric power broke historical record and reached 53.9 bn kw/h. South-east Electric Power Transmission accumulated to fulfill 8.161 bn kw/h. Among the transmission, Sichuan transported electric power 2.26 bn kw/h to the east of China, 106 million kw/h to Fujian as well as 5.78 bn billion kw/h to Chongqing.

According to measure and calculation, this kind of structural contradiction will be relaxed in 2007. Yang Zhiwen, vice-Governor of Sichuan Province, emphasized that relative departments should do well on electric power circulation, ensure electric power net safety, relax electric power balance contradiction, insist on blueprint in advance, quicken electric power development, deepen electric power institutional reform and set up electric power market system.
