Beijing Zhongguancun International Incubator Inc. was jointly established and formally inaugurated on December 26,2000 by Beijing Capital Technology Investment Ltd, Beijing Strong Hi-technology Development Corp., Beijing North Star Industry Group, Beijing Center Gate Technologies(Holding)Co., Ltd, Beijing Venture Capital Co., Ltd, Beijing Hi-tech Innovation Service Center, Beijing New-tech Industry Development Service Center and Beijing Municipal Service Center for Scholarly Exchange with a registered capital of 39.2 million yuan.

　　The goal of the incubator is to provide incubation services in accordance with government guidance combined with enterprise operation to overseas returned students who want to start technology-based small and medium enterprises. It makes use of a multitude of preferential policies formulated by Beijing municipality and the Zhongguancun Science Park and does its best to create an excellent business environment by way of effective all-round incubation services to lure back a growing number of students and assist them in starting businesses. Furthermore, it aims at promoting the commercialization of research results and bringing up first-class technology-based firms and brilliant entrepreneurs. In addition, it takes full advantage of the achievements made by overseas hi-tech firms in order to enhance the comprehensive strength of technology and upgrade its level in the Zhongguancun area, as well as the rapid growth of hi-tech industry so as to enable the Zhongguancun and Beijing to stay ahead in hi-tech business development nation-wide.

　　The incubator, located in the center of the Zhongguanun Science Park in the Shangde International Science Pioneering Park inside the compound of Shangdi IT base, has an office space of 13 thousand square meters, large enough to be home to 80-100 tenants. Students start-ups are entitled to a spate of preferential policies of Zhongguancun area intended for hi-tech firms. In the meantime, the incubator will follow up with various quality services and preferential measures which include: rent reduction or exemption and offer of start-up funding etc., with a view to cutting down the initial input and expenditure of a start-up, alleviating the financial constraints of a student start-up thereby reinforcing the firm in question. Besides, the incubator also renders standard and regulated services, such as: concentrated government examination and approval, concentrated industry & commerce taxation service, investment and financing services, property management service, fiscal management, statistics and legal consultancy, business center service etc.

　　The Incubator is managing and operating completely in line with the market principle. It tries to have a good economic performance to guarantee the normal operation and sustained growth of the incubator as well as lucrative returns to the share-holders while providing thoughtful servicing, crucial investment, capital employment to support the start-ups.
