I. The establishment of Head Office It was as early as 1996 that the president of Fortune Industrial group, with his foresighted vision, set up the Head Office of the group as more and more subsidiaries established in Mainland China. From his understanding, the head office should be a center of professional consultants; a center of unearthing, investigating and solving problems; a center of drawing & executing regulations and a center of programming mid-term and long-term goals.
The major functions of the Head Office were defined as: auditing the management operation; diagnosing & guiding management system; providing consultation and guidance; designing & executing employee training; auditing the cost & quotation of all products; formulating the general policies of operation; monitoring & executing sales plan; communicating with subsidiaries; managing senior executives and helping to get over difficulties.

III. Components of Head Office Currently Head Office is composed of Secretary Section, Management Division, Operation Management Division Finance Auditing Division, Finance Division, Real Estate Division, MIS Center and Foreign Trade Division. The job description of each division is as follows:
(I). Secretary section: 1. Executive Secretary A. Execute orders from the president. B. Lead the secretaries doing their appropriate jobs and coordinate with all divisions. C. Supervise the rationalization of the regulations & management system of subsidiaries. D. Help to improve the management of underdeveloped subsidiaries and upgrade others. E. Promote on-job training and reserve talents for future use. F. Set target for Head Office and motivate the execution. G. Investigate & handle abnormal situations. H. Check all of the meeting memos of Head Office.
2. Administrative secretary (document assistant, auditor, specialist) A. Receive documents-study & discuss - send to president-get back-execute-follow up-file management. B. Check & follow up the work plans (weekly, monthly, seasonally, annual) C. Hand out & follow up documents. D. Re-audit the application of financial balance. E. Coordinate the divisions and report to president. F. Supervise subsidiaries irregularly to audit the management of the counterpart divisions in Head Office (without aiming at employees of subsidiaries). G. Report the enforcement of Penalty system to president and control activities for harmonizing public relations. H. Audit all the contracts signed with other parts and file them. I. Draft & execute the management contracts with subsidiaries. J. Plan & control activities of harmonizing public relations. K. Investigate & handle important abnormalities.
3. Sales Secretary (Sales assistant): A. Audit product cost from subsidiaries and set the standard selling prize. B. Classify products by giving them item numbers based on general principle. C. Liaise with clients and manage the authorization of their selling rights. D. Quote new products. E. Check samples before delivery. F. Monitor the P.O and delivery; supervise the accounts receivable. G. Check the accuracy of product cost for factories, commission and prepare summary analysis H. Promote the development of new products. I. Set sales strategy. J. Guide business division. K. Provide customer service and handle customer complaints.
4. Administration & Law Group: A. Audit the execution of regulations in all subsidiaries. B. Audit the work of each division in Head Office. C. Discover the existing problems and report to president. D. Follow up the work schedule of each division. E. Audit the application of real estate investment. F. Audit the project plan, budget, and execution.
5. Enterprise -- Planning Group: A. Supervise the sales strategy and set the group image. B. Guide the E-business on line. C. Plan and audit investment project. D. Appraise unreasonable investment plan. 6. Senior Assistant, Specialist A. Plan & Execute given projects. B. Upgrade & motivate given sales strategies. C. Handle serious abnormal situations. D. Guide executives.
(II). Management Division( HR, GA) 1. HR (Human Resources): A. Check application for recruitment and select proper candidates. B. Train new employees and follow up their trial period. C. Conduct mid-term assessment. D. Record daily work time for each employee and keep in file. E. Calculate salary monthly. F. Explore the fact of Penalty Report and put forward suggestion. G. Summon HR group to handle administration & penalty complaints. H. Design professional test and give appropriate job titles to employees. I. Check application for job transferring and conduct tests related. J. Audit application for break and quit. K. Calculate food cost. L. Check application for meeting and notify the participants. M. Train talents for multidimensional operation. N. Set standards for employee selection and examination. O. Report the excellent divisions by statistics analyzing (matches included). P. Prepare rota and help to carry out job training. Q. Get the entire regular documents including the work identity, temporary identity and security insurance for employees on time. R. Promote the operation of welfare system.
2. General Affairs. A. Daily food management-menu, quality, quantity, unit price & comparison. B. Daily security management - visitors record, facilities record and rota. C. Daily environment management - kitchen, dinning hall, rest rooms, dormitories and public spaces. D. Vehicle management - audit application; allot vehicles; vehicle maintenance. E. Keep the safety storage of stationary and hand out. F. Dorm management-environment, security. G. Meeting room management -audit application, arrange schedule and inspect after meeting. H. The management of water, electricity, air-conditioner and bathroom facilities. I. The management of assets and facilities purchasing. J. Regular maintenance of assets, facilities. K. Monthly Stocktaking report to financial division. L. Respond to and follow up maintenance application. M. Train employee about fire-fighting, disaster -fighting and security. N. In charge of public relation and visitors receiving.
3. Others: A. Guide the execution of work above mentioned in subsidiaries. B. Exam the execution of work above mentioned in subsidiaries and report results. C. Provide suggestion to improve the execution.
(III). Operation Management Division: A. Arrange the monthly exam of subsidiaries and report results. B. Find out the shortcomings of subsidiaries and follow up the improvement. C. Arrange auditing and guiding schedule and execute. D. Analyze the operation management of each subsidiary and provide suggestion to improve. E. Put forward suggestion to help the group to become more competitive in the market by improving quality, management system and cutting down the cost. F. Control the resource integration and avoid repeat purchasing and inefficient investment. G. Formulate and execute the plan of lecturer training of the whole group. H. Formulate and execute annual plan of job training to improve the quality of employees efficiently. I. Set up the job training system and HR plan; design the training courses & teaching material; set up database for all tests. J. Formulate annual plan of administrators training and retraining to expand the reservation of talents. K. Conduct regular inspection to follow up the execution of each rule and propose suggestion to improve. L. Guide the writing and correcting of management process of newly built subsidiary. M. Collect the management appraises reports of subsidiaries. N. Dominate the motivation of rules; dominate the regular (mid-term and end -term each year) and irregular auditing of the execution of rules. O. Calculate & analyze material purchased by subsidiaries. P. Help subsidiaries with their ISO certificate. Q. Preside the coordinate meeting of Head Office each Wednesday afternoon.
(IV). Finance Auditing Division: A. Audit financial statements (weekly, monthly, seasonally, annual) and inquire problematic spots. B. Insure the uniformity of the financial system within the group. C. Check application of cash storage and guide the execution. D. Strictly control the budget and avoid overspending. E. Analyze the financial situation of subsidiaries every 3 months and report the result. F. Monitor the storage of assets, facilities, raw material of each subsidiary. G. Monitor the accounts receivable of subsidiaries and report the process. H. Take charge of the allocation of money and the compiling of financial statement of Head Office. I. Take charge of the finance, tax, customs and annual exam of subsidiary at trail run. J. Guide financial management of subsidiaries and organize regular lectures for employees of financial department. K. Take charge of the financial management and other related work of subsidiaries under construction. L. Execute regular appraisement and report the result of auditing.
(V) Finance Division: D. Compile financial statement (weekly, monthly, seasonally, annual) and report on time. E. Check and execute the application of reimbursement. F. Check the license, invoice and other related documents when auditing the application of payment from subsidiaries. G. Strictly control the budget and avoid overspending. H. Execute regulations of cash management. I. Urge subsidiaries to follow up accounts receivable and report to Secretary Section if it is delayed over one month according to the contract. J. Give food fee of the next day to GA according to the application form filled by HR. K. Audit the salary report made by HR. L. Guide and audit the stocktaking of assets, facilities and other consumable goods. M. Audit the salary of employees who quit their jobs. N. Execute the declaration to finance, tax, customs and other administration departments according to law. O. Plan & execute annual expense on public relations. P. Send employee to guide and manage the finance system of subsidiaries.
(VI) Real Estate Division: A. Mobilize employees to explore new land resource. B. Audit plan for land development and report to president. C. Guide the organization of employees of given case. D. Audit plan of given case and report. E. Supervise the process of F. Audit the calculating of project budget and reserve price. G. Supervise & guide project contracting. H. Guide the formulating or auditing of case sales strategy and report. I. Exam & estimate case employees. J. Audit all the contracts - project contracting, sales, purchasing contracts and others signed with other parts - and file them. K. Inspect the execution of project security law and quality. L. Handle abnormal situation. M. Monitor the execution of case plan. N. Summarize a case and dispose the house property left. O. Guide customer service and house property management. P. Handle customer complaints.
(VII). MIS Center: A. Plan & manage the soft & hardware facilities and inspect the application from each division. B. Maintain the software, hardware and Internet. C. Design, cultivation execute and maintain the website of the group. D. Plan & help to promote e-business system of each subsidiary. E. Design & enforce the on-job training of employees. F. Ensure the smooth operation of MIS by wipe out abnormality. G. Help all subsidiaries to execute e-business simultaneously. H. Responsible for communicating with the counterpart in China Telecom. I. Plan advertisement, prepare multimedia introduction, decorate & maintain the group image. J. Diagnose and help to improve the operating ability of MIS in each division.
(VIII). Foreign Trade Division: A. Authorize customer's application of manufacturing & product development. B. Quote & communicate with customers. C. Confirm orders, quality, delivery date and other provisions. D. Follow up the ship date, manufacturing process and quality assurance. E. Follow up the opening of L/C or the execution of other payment terms. F. Receive customers and accompany to inspect products G. Convey and follow up the sample making as customer required. H. Monitor and maintain customers' information on Web. I. Apply for customers' authorization.
IV. Self-expectation of Head Office: The head office of Fortune Industrial Group Must be a supplementary station to provide efficient support to subsidiaries whenever is necessary. Must be functional instead of decorative by execute function of inspecting, monitoring and resource integrating. Must be perfection-pursuing by improving itself day-by-day, step-by-step. Must be an excellent coordinator to consolidate the whole group together tightly by helping the subsidiaries to ommunicate. Must be a good keeper & executor of rules & regulations by setting itself as example and cultivating itself.
