In 1991,BDA began its preparation work while it's infrastructure construction started in 1992 and the foreign investment promotion was carried out at the same time. On Aug. 25, 1994, BDA was approved by the State Council as the exclusive state-level development area in Beijing. In Jan. 1999, as Zhongguancun Sci-tech Park being approved by the State Council, 7 square kilometers of BDA was named as Yizhuang Sci-Tech Park as part of the Zhongguancun Sci-tech Park. Therefore, BDA boasts of preferential policy for both national economic development area and national high-tech industry park and becomes a special economic zone with new management system in line with the international practice.

BDA Administrative Committee was established by Beijing Municipal Government to carry out the unified leadership and management of BDA on behalf of Beijing Municipality and enjoy the same level authority in project approving.

Following the policy of "attracting industrial project and foreign investment, promoting exportation, committing to the development of new and high technologies as its main tasks", BDA, after 10 years' development, has attracted more than 1,100 enterprises with a total investment volume of U.S.$4 billion, more than 72.3% of which comes from foreign-funded enterprises, i.e., enterprises of wholly-own foreign investment, joint venture and cooperative operation. Moreover, the average investment value from foreign-funded enterprises exceeds U.S.$10 million, which is four times of national level. 35 enterprises are on the list of 500 top enterprises by Fortune magazine and 60 plus multinational companies from 30 countries and regions have made their investment here.

With the inflow of key projects, multinational companies and high-tech projects, five pillar industry sectors have taken shape in BDA, i.e. electronic information laser-machinery-electronic-integrated industry, bio-engineering and pharmaceutical industry, new material and new energy manufacturing. The so called Industrial Aircraft Carrier such as XingWang Industrial Park and Pharmaceutical Valley which was made up of 500 top enterprises, multinational companies and institute has emerged in BDA.

Now a great number of national-level certification institute and renowned international R&D institute are attracted by BDA's environment and come into BDA. Attracted by BDA's excellent environment, many of certificated organization with state authority and widely reputed international research and development body have gathered here in BDA.

To cater for diversified needs of different investors, BDA has established the pioneering park for returned overseas talents, postdoctoral research station, as well as enterprise incubators.

BDA is famous for its appropriate lay-ot of industrial areas, living quarters and public construction areas, and for its well-equipped living facilities. Now the facilities include the international conference center, and automobile exhibition and sales center with more than 30 automobile shops of internationally distinguished brands, traditional Vhinese and Western restaurants, hotels, recreation center, stadium, golf courses, international hospital, large-scale comprehensive hospital, experimental schools, International Management Institute, elegant residential communities," neighborhood service center" with the concept introduced from Singapore, the largest educational park in Binjing, Beijing 21-century bilingual preschool educational base. Furthermore, the International Enterprises' Cultural Park, a super-;arge=scale international-standard commercial center, Liangshui River Park are in construction and will be put into use very soon.

BDA is located in a picturesque environment with a green coverage rate of 46%.There is a Mi-Lu Garden-the wile -animal natural reserve in BDA.

BDA Administrative Committee has received the approval on regional ISO 14001 Environmental Management System in 2001, one of many measures BDA has taken to develop economy, society and environment in a sustainable manner and to create an operational environment oriented towards international standards. Nowadays, BDA is undertaking to build a group of Beijing and state demonstration projects, to name a few, ISO14000 State Demonstration Zone, Beijing Construction Area Void of Illegal Practices, Capital Operation Experiment Area of Ministry of Land Resources, Experiment Project of Greenbelts, State Water-saving Demonstration Project.

It is estimated that by the end of 2005, GDP will exceed RMB36 billion, counting for 10% of the city's total production value. It will contribute up to 27% to Beijing's economic growth. Its gross value of industrial output will reach RMB110billion, tax revenue to be RMB6 billion. The total investment will exceed US$5 billion, and the total export revenue US$6 billion.
