Both sides formed the software project offices to systematically carry out the adaptation work. And China-Singapore Joint Steering Council co-ordinates key issues in adapting Singapore's experience.
Mutual visits and training programs allow Chinese officials to learn from key Singapore government departments and institutions. The training programs cover land-use planning and development control, building control, environmental regulation, planning and management of industrial estates, new towns and public utilities management, productivity and IT promotion, and labor management. Singapore Economic Development Board (EDB) is the key coordinator of the software transfer.
