“一带一路”国际智库峰会北京宣言发布

2015年12月10日-12日，由清华大学中国与世界经济研究中心和重建布雷顿森林体系委员主办，中国银行联合主办，金砖国家经济智库、欧亚经济学者智库、哈萨克斯坦G-Global国际秘书处、第一财经研究院共同承办的“一带一路”国际智库峰会暨第二届金砖国家经济智库论坛在北京首都大酒店举行。金砖国家经济智库副秘书长兼“一带一路”国际智库峰会秘书处负责人冯兴科主持发布“一带一路”国际智库峰会北京宣言。

“一带一路”国际智库峰会北京宣言

2015年12月11日

1、 由清华大学中国与世界经济研究中心、重建布雷顿森林体系委员会与中国银行联合主办，金砖国家经济智库、欧亚经济学者俱乐部等承办的“一带一路”国际智库峰会于2015年12月11日在北京圆满举办，来自“一带一路”相关国家和地区的智库代表、专家、学者和政府官员等参加了此次峰会并深入讨论交流，体现了习近平主席提出的“和平合作、开放包容、互学互鉴、互利共赢”的丝路精神。

2、 此次峰会以“面向未来的合作与挑战”为主题，围绕包括“金融的维度”、“贸易与投资”、“借鉴多边开发银行经验”三个议题进行了广泛交流和深入探讨，分析了近年来全球经济状况和“一带一路”国家和地区未来经济的发展趋势，并对可以预见的挑战提出了建议。与会者一致认为，本次峰会深化了认识，扩大了共识，取得了积极成果。

3、 与会者一致认为，当今世界正经历着复杂变化和深刻调整，对于“一带一路”国家和地区而言，无论是在国内还是国际层面，都面临着重大的挑战，包括经济结构调整、经济增速放缓、经济增长模式的再平衡、美国财政政策未来的正常化、潜在的资本回流、商品周期的结束、通货膨胀以及严重放缓的国际贸易。为了应对上述挑战和可能到来的巨大市场动荡，“一带一路”国家和地区应继续因地制宜制定行之有效的政策，同时加强彼此之间和合作，推动沿线国家和地区经济社会发展向着正确的方向前进；

4、 “一带一路”国家和地区智库机构应努力承担起重要责任，为促进“一带一路”国家和地区的发展建言献策，提出切实可行的发展战略与政策建议，帮助“一带一路”国家和地区的实现可持续发展。鉴于此，与会各国智库专家一致同意在“一带一路”国际智库峰会的框架下建立“一带一路”国际智库的研究合作机制和信息共享机制，共同推进“一带一路”倡议的实施和落地。

5、 我们建议“一带一路”国家和地区召开“一带一路”国家和地区领导人峰会，使“一带一路”国家和地区的合作机制逐渐形成，并加强“一带一路”国家和地区在国际政治经济事务中发挥更为重要的作用，实现“一带一路”国家和地区的共同发展和繁荣。

 

Statement of “OBOR” International Think Tank Forum

December 11th, 2015

1.Organized by Tsinghua University Center for China in the World Economy, Reinventing Bretton Woods Committee, BETT, and the Eurasian Economic Scientists Club, the One Belt One Road International Think Tank Forum invites officials, policy makers, and intellectuals from around the world, echoing what President XI Jinping has promoted for the One Belt One Road initiative: “peaceful cooperation, mutual understanding, and win-win results.”

2.With “Future cooperation and challenges” in mind, participants exchanged profound ideas regarding the global financial situation, as well as the future development of One Belt One Road Nations, providing valuable advice on avoiding potential conflicts.

3.It is believed that the world is experiencing some profound and complex changes. For One Belt One Road nations, great challenges in terms of both domestic and international issues are ahead, including structural economic changes, rebalance of growth models,normalization of U.S. monetary policy,potential reversal in international capital flows; uncertainties in the commodity cycle,inflation, and a downturnof international trade. In order to be prepared for all of the above challenges, One Belt One Road nations should continue to put forward effective policiesaccordingly, strengthening ties so as to keep social and economic development headed in the right direction.

4.Think Tanks focused on One Belt One Road nations should shoulder their responsibilities by sharing thoughts regarding healthy development, and practical strategies for corresponding nations to ensure sustainable growth. Forum participants have agreed to share their ideas in line with the current Think Tank mechanism in order to promote the implementation of One Belt One Road policies.

5.We would like to hereby call for a One Belt One Road summit concerning leaders from all relevant countries. The formation of the One Belt One Road policy would not only make beneficiaries more influential in regional and international affairs, but also ensure mutual development and prosperity for all member countries.
