NPFPC and Chongqing Government Sign MOU on Collaboratively Establishing Experimental Zone for Comprehensive Solution of Population Issues

On 4 August 2008, National Population and Family Planning Commission of China (NPFPC) and the government of Chongqing Municipality sign the Memorandum of Understanding (MOU) on Collaboratively Establishing the Experimental Zone for Comprehensive Solution of Population Issues. Both parties would strengthen the cooperation , in which, Chongqing would take the lead in forming a pattern of integrated population development in both urban and rural areas in west China by 2015. Mr. Bo Xilai, member of Political Bureau of the CPC Central Committee and Secretary of Chongqing Municipal Party Committee attended the signing ceremony and met with Mrs. Li Bin, Minister of NPFPC and accompanying officials.

This collaboration between NPFPC and Chongqing Municipality is a concrete action to implement the strategic plan by the Party Central Committee and the State Council and to take an active part in and support the experiment for integrated urban-rural reform conducted by Chongqing Municipality. The cooperative experimental zone would strengthen construction of basic facilities in the service system, innovate systems and mechanisms, improve information level, ensure population safety, and create a sound population environment for Chongqing to realize the goals for integrated urban-rural development and matching reform, with integrated urban-rural population development as its main line and the focus on controlling population quantity, improving quality of life of the people and promoting the integration of the floating population into the society.

The MOU pointed out that, by 2015, Chongqing would initially realize integrated and coordinated urban-rural population development, establish relatively perfect urban-rural technical service system and advanced and applicable population information system, take the lead in formulating the pattern of integrated urban-rural population development, and set an example for the whole country. Major contents of the collaboration included comprehensively speeding up the establishment of integrated decision-making mechanism for population and family planning program, enhancing planning of and study on population development function zones, accelerating construction of population and family planning service system, population information system and the team of population and family planning managers, improving guarantee for investment, making innovation in the mechanism for family planning service management among the floating population, and others.

Minister Li said that, signing of the MOU marked a new stage of the practical collaboration between NPFPC and Chongqing Municipality. NPFPC would earnestly keep its promise, strengthen its practical collaboration with Chongqing Municipality, and take potent measures to jointly construct a sound experimental area.

Mr. Jiang Fan, Vice Minister of NPFPC and Mr. Huang Qifan, member of the municipal Party Standing Committee and Executive Vice Mayor of Chongqing Municipality signed the MOU. Mr. Ma Zhengqi, member of the municipal Party Standing Committee and Executive Vice Mayor of Chongqing Municipality chaired the signing ceremony. Mr. Liu Longzhu, Vice Chairman of CPPCC Chongqing Committee attended the signing ceremony.
