发展规划新闻发布会上的讲话

女士们、先生们、新闻界的朋友们：

上午好！欢迎大家参加今天的新闻发布会。今年3月7日，国务院批复了《郑州航空港经济综合实验区发展规划》，这是继去年《中原经济区规划》之后，国家推动河南经济社会发展的又一重大战略部署。在此，我代表河南省委、省政府向大力支持实验区建设的有关部门和关心支持河南发展的新闻界朋友们表示衷心感谢！

国家决定规划建设郑州航空港经济综合实验区，既是着眼于中原经济区建设、中西部地区对外开放和全国经济社会发展大局，又是基于河南发展航空港经济的优越条件和基础。一是区位交通优势突出。郑州航空港地处内陆腹地，空域条件较好，一个半小时航程内覆盖中国2/3的主要城市和3/5的人口，郑州机场规划建设4条以上跑道，去年货邮吞吐量增速居中国大陆大型机场首位，每周全货机航班居中西部主要机场第2位。全省铁路营业里程4822公里，以郑州为中心“米”字形布局的高铁网正在加快建设，高速公路通车里程5830公里，所有县城均可20分钟内上高速公路，陆空对接、多式联运、内捷外畅的现代综合交通体系日趋完善，货物集疏的物流成本和时效成本优势明显。二是产业基础和发展态势良好。一批电子信息、生物医药、航空运输等企业加快向郑州航空港集聚，美国联合包裹、俄罗斯空桥、富士康等国际知名企业已进驻发展，郑州已成为全球重要的智能手机生产基地，航空枢纽建设和航空关联型产业互动发展的良好局面初步形成。三是开放条件不断完备。郑州新郑综合保税区、保税物流中心、出口加工区、铁路集装箱中心站等集中布局，口岸功能不断完善，各类园区与航空港联动机制初步建立，通关便捷化程度较高，郑州跨境贸易电子商务服务试点即将启动，开放型经济发展前景广阔。

郑州航空港经济综合实验区面积是415平方公里。战略定位是，建成国际航空物流中心、以航空经济为引领的现代产业基地、内陆地区对外开放重要门户、现代航空都市、中原经济区核心增长极。发展目标是，到2017年，实验区基础设施、公共服务、产业体系初步形成，主要功能区开发建设初具规模，航空港经济发展初见成效；到2025年，建成富有生机活力、彰显竞争优势、具有国际影响力的实验区，形成引领中原经济区发展、服务全国、连通世界的开放高地。国家将在口岸通关、航线航权、财税金融、土地管理、服务外包等方面给予实验区政策支持。

按照国家发展规划，我们将把郑州航空港经济综合实验区作为中原经济区建设的战略突破口，作为河南对外开放、打造内陆开放高地的综合性抓手，作为率先创新体制机制、为全省改革发展探索路子积累经验的有效平台，高水平编制实验区概念规划、总体规划和专项规划，高标准建设各类软硬件设施，建立完善高效率的管理运转机制，力求实现高速度可持续发展。一是建设竞争力强的国际航空货运枢纽。以发展航空货运为突破口，拓展优化航线网络，把实验区基础设施建设和综合交通枢纽建设相结合，强化陆空交通衔接，构建设施先进、网络完善、支撑有力、运行高效的航空货运集疏系统。二是建设航空经济产业体系。依托航空货运网络，形成特色优势产业的生产链和消费供应链，带动航空偏好型高端制造业和现代服务业集聚发展，重点打造全球重要的智能手机生产基地和国际电子信息产业基地。三是建设绿色智慧航空都市。以集约、智能、绿色、低碳发展的理念，发展高品质公共服务，培育空港、产业、居住、生态功能区共同支撑的航空都市，建设现代产城融合发展示范区。四是建设内陆开放型航空港区。完善提升开放平台服务功能，构建国际化营商环境，创新对外开放体制机制，打造内陆开放门户，为高效利用全球资源和国际市场提供平台。

建设郑州航空港经济综合实验区是河南的机遇，也是全国和世界的机遇。我们坚信，有党中央、国务院的正确领导，有国家部委和社会各界的大力支持，有河南全省上下的共同努力，我们一定能把实验区建设好，为全国发展大局做出新的更大贡献！

Speech on the Press Conference of the Planning and Development of Zhengzhou Comprehensive Experimental Zone of Air-based Economy

Ladies and gentleman, dear friends from the press,

Good morning. Welcome to today’s press conference. On March the 7th, the state council ratifies the Development Planning of Integrated Experimental Area for Zhengzhou Airport Economy; this is another major strategic deployment of China in promoting the development of Henan’s social economy, after the approval of Development Planning of Central China Economic Region last year. I hereby, on behalf of Henan Provincial Party Committee and Henan Provincial People’s Government, would like to express our heart-felt gratitude to the related departments for their great support of the construction of the Experimental Area, and to friends of the press who have been giving their concerns about the development of Henan province.

The decision by the state to construction of the integrated experimental area of Zhengzhou airport economy does not only focus on the development of CCER and the opening-up of the mid-west region, as well as China’s overall situation of development, it is also based on the advanced facilities of airport-based economy in Henan province. First, the Zone is obvious in geographical and transport advantage. Zhengzhou airport locates in the central part of China, and is superior in air space. It covers 2/3 of China’s major cities and 3/5 of population within an hour and half flight. The airport plans to build over 4 runways, the increase rate of cargo throughput last year ranks the first among all the airport of mainland China, and the weekly cargo flights ranks the second among the major airport in the mid-west region. The province’s railway mileage in operation reaches 4822 kilometers, a network of high-speed railway taking Zhengzhou as the center is right under rapid construction. The province’s mileage of express way reaches 5830 kilometers, which makes it possible to enter the express way within 20 minutes for all the cities and counties of the province. A modern comprehensive transport system is come into being takes the features of air-land connection, multimodal transport, fast inside and smooth outside. All these guaranteed the obvious advantage of logistic and prescription cost for the collection and distribution of goods. Secondly, the Zone is in sound momentum of industrial conditions and development. A large group of enterprises in electronics, bio-pharmaceuticals and air transportation industries is gathering around the experimental zone in a rapid pace. International companies like UPS, Russian Air Bridge and Foxconn has already settled down. Zhengzhou has become the world’s important smart phone production base. A sound progress of interactive development of airport hub construction and air related industry has come into being. Thirdly, the Zone is in continuous improvement of its opening facilities. Inside the zone, Xinzheng comprehensive free trade zone, bonded logistics center, export processing zone and railway container terminal are all intensively constructed, together with continuous improvement of port features, the area has established joint-action mechanism between all kinds of industrial parks and the airport, which will provide better services for customs clearance. And the pilot service of Zhengzhou cross-border trade in e-commerce that will start in short time, all these make a promising future for an open economy.

The Planning confirms the total area of the Zone is 415 square kilometers, and defines the strategic position of the Zone as an international air logistic hub, a modern industrial base led by aviation economy, an opening-up gateway to the inland regions, a modern aerotropolis, and a core growth pole of the Central China Economic Zone. By 2017, the experimental zone will preliminarily finish the construction of infrastructure facility, public services and industrial system, the construction of main functional area shall begin to take shape, and the airport-based economy should win initial success. And by 2025, the Zone will be an internationally influential area full of vitality and competitive advantage, and become an opening highland in leading forward the development of CPEZ, extending services across the country and connecting the world. The state will grant the zone with supporting policies in customs clearance, air route and traffic rights, tax and finance, land management, service outsourcing, etc..

According to the Planning, Zhengzhou Comprehensive Experimental Zone for Air-based Economy will be a strategic breakthrough for the construction of CPEZ, a handhold in implementing the province’s opening-up and building an inland opening highland. The Zone will function as an innovative system-mechanism of accumulating experiences for the exploration of the province’s reform and development. We will work with utmost efforts in the specification of general and detailed planning to accomplish greater success in the construction of software and hardware facilities, and establish efficient management system to achieve a sustainable and rapid development. Firstly, to build an international air-freight hub with strong competiveness. We will take the air-freight service as a breakthrough to optimize air route network, and combine the construction of infrastructure facility with the development of comprehensive transport hub, reinforcing air-land connection, and building up an air distribution system with advanced equipment, complete network, strong supporting force and high efficiency. Second, to build up industrial system of air-based economy. Based on air-freight network , the Zone will develop chains of production and consumption, featuring with specialty and competitive industries, so as to drive the congregation of air-based high-end manufacturing and modern service industry, with the focus on the world’s major smart phone production base and international base of electronic information industry. Third, to build a green intelligent aerotropolis. Taking the concept of intensive, intelligent, green and low carbon development, the Zone will develop high quality public service to build an aerotropolis supported by airport, industry, residence and ecological function area, and to become a pilot zone for the development of urban-industry integration. Fouth, to build an open inland airport district. We will further improve the service capacity of an open platform to provide an international business environment, to create an inland opening gate with innovative opening mechanism, a platform for the efficient utilization of global resources and international market.

The construction of Zhengzhou Comprehensive Experimental Zone of Air-based Economy is not only an opportunity for Henan, but also for China and the world. We are in strong belief that, with the great support by the Central Party Committee, the State Council, related state departments and various circles of the society, with the concerted efforts of the whole province, we will certainly be successful with the construction of Zone, and make greater contribution for the overall development of the whole country.
