很(非常)高兴能够出席郑州航空港经济综合实验区发展规划新闻发布会，借此机会向长期关注我国促进区域协调发展工作和关心郑州航空港经济综合实验区发展建设的新闻界朋友们表示衷心的感谢！

郑州航空港经济综合实验区是国务院批准的首个以航空港经济为主题的实验区。规划建设郑州航空港经济综合实验区是国家站在全局和战略高度，立足发展需要，经过深思熟虑、统筹研究做出的重大决策。去年以来，按照国务院批复的《中原经济区规划》和《国务院关于促进民航业发展的若干意见》精神，国家发展改革委会同有关部门和河南省在深入研究论证的基础上，组织开展了《郑州航空港经济综合实验区发展规划》的编制工作，经过各方面共同努力，今年3月7日国务院以国函〔2013〕45号正式批复该《规划》。

建设郑州航空港经济综合实验区，是新时期我国推进实施区域发展总体战略的重要组成部分，是落实党的十八大提出的实行更加积极主动的开放战略的重大举措，对于优化我国航空货运布局，推动航空港经济发展，带动中原经济区新型城镇化、工业化和农业现代化协调发展，促进中西部地区全方位扩大开放，具有十分重要的意义。

国务院批复要求，实验区建设要进一步解放思想、抢抓机遇，大胆探索、先行先试，以郑州大型航空枢纽为依托，以发展航空货运为突破口，着力推进高端制造业和现代服务业集聚，着力推进产业与城市融合发展，着力推进对外开放合作和体制机制创新，探索以航空港经济促进发展方式转变新模式，将实验区打造成国际航空物流中心、以航空经济为引领的现代产业基地、内陆地区对外开放重要门户、现代航空都市和中原经济区核心增长极。重点要做好4个方面的工作（建设任务）：一是推进大型航空枢纽建设，强化陆空交通衔接，建设竞争力强的国际航空货运枢纽。二是依托航空货运网络，加快高端制造业、现代服务业集聚发展，构建以航空物流为基础，航空关联产业为支撑的航空港经济产业体系。三是打造畅通高效的交通网络、绿色宜居的生活环境、集约有序的城市空间，促进产城融合发展，建设绿色智慧航空都市。四是提升开放门户和平台服务功能，创新对外开放体制机制，建设内陆开放型航空港区。

建设郑州航空港经济综合实验区是一项开创性工作，要精心谋划、锐意开拓、有序推进。为此，必须（立足）发挥比较优势，充分利用区位、人口、市场潜力等条件，吸引要素、产业、人才集聚，实现航空货运枢纽建设、航空港经济产业体系培育和现代航空都市塑造互促共进。必须着力改革创新，（要）大胆探索、勇于创新，在重点领域和关键环节先行先试，努力将实验区建设成为全国航空港经济发展先行区。必须加强统筹协调，（坚持统筹谋划，联动互动），努力实现港产、产城、空地等重大构件的有机结合，协同推进实验区（建设与）、郑州中心城区（发展）和中原经济区的发展建设，在合作联动中做优做强航空港经济。强化与中原经济区其他地区合作，促进共同

国家发展改革委作为《规划》的牵头编制单位，在郑州航空港经济综合实验区开发建设中肩负着重要职责。我们将按照国务院批复精神，积极履行职能，一如既往地支持实验区建设，在专项规划编制、产业布局发展、体制机制创新、政策措施落实等方面给予必要支持，适时组织开展规划实施情况评估，协调解决有关重大问题，把《规划》贯彻好、实施好。

我们相信，在党中央、国务院的正确领导下，在各方面的大力支持下，在河南省委、省政府的强力推动下，一定能够把实验区建设成为中原经济区最具发展活力和增长潜力的区域，成为中西部地区对外开放的新高地！

Remarks on the Press Conference of the Zhengzhou Comprehensive Experimental Zone for Airport-Based Economy

Distinguished guests, friends:

I am very delighted to attend the Press Conference of the Planning and Development of the Zhengzhou Comprehensive Experimental Zone for Airport-based Economy. I would like to take this opportunity to express my heartfelt thanks to friends from the press for your long-term interests in the regional economic development in China, and the development of Zhengzhou Comprehensive Experimental Zone for Airport-based Economy in particular.

Zhengzhou Comprehensive Experimental Zone for Airport-based Economy is the first experimental zone approved by the State Council that is themed on airport-based economy. The planning and development of the Experimental Zone is a major decision made by the State through careful consideration and thorough studies. It is based on the need of development and of overarching and strategic significance.

Following the State Council’s Plan for Central China Economic Zone and Decisions on Promoting Development of Civil Aviation Industry, the National Development and Reform Commission (NDRC), together with other concerning agencies of the State Council, worked jointly with Henan Province since last year, and formulated the Planning and Development of Zhengzhou Comprehensive Experimental Zone based on in-depth researches and careful deliberations. The Plan was officially approved by the State Council with Document Number (2013) 45 on March 7 this year

The Development of the Experimental Zone is a major component of carrying out the overall strategy of regional development in the new era, and an important step of implementing the strategy of more active opening-up set out by the 18th Party Congress. It is of great significance in optimizing the air cargo network and boosting the development of airport-based economy, thus driving the Central China Economic Zone toward new and coordinated development of urbanization, industrialization and agricultural modernization, and promoting the all-round opening-up of the central and western regions at large.

As required by the State Council in approving the Plan, we should further emancipate our mind, seize the opportunity, and have the courage to have things done. We should base our endeavors on building the Zhengzhou Mega Aviation Hub, taking expanding air cargo services as the breakthrough point, and carrying forward the cluster development of high-end manufacturing and modern service industries. We should strive to push forward urban and industrial integration, speed up institutional and mechanism innovation in opening-up to the outside world, and explore new model of economic transformation through development of airport-based economy, to develop the Experimental Zone into an international air-cargo hub, a modern industrial base driven by airport-based economy, a major gateway of opening-up to the inland regions, a modern aerotropolis, and a core growth pole of the Central China Economic Zone.

We should focus on the following 4 aspects regarding the development of the Experimental Zone. First, we should push forward the development of mega aviation hub and strengthen air-land transportation connectivity. Secondly, we should speed up cluster development of high-end manufacturing and modern service industries relying on the air cargo network, and develop an airport economic and industrial system that is based on air cargo logistics and sustained by aviation-related industries. Thirdly, we should develop an efficient transportation network, a green and friendly living environment and a concentrated and orderly urban area, to promote integrated development of industrialization and urbanization, and build a green and smart aerotropolis. Fourthly, we should improve our services as a gateway and platform of opening-up and build an inland airport hub open to the outside world by innovating the institution and mechanisms of opening-up.

The development of the Experimental Zone is a pioneering work that requires careful planning and hard working in order for it develop in an orderly fashion. Therefore, we should give full play of our comparative advantages in geological position, population and market potentials, and pool production elements, industries, and talents to achieve mutually reinforced development of the modern air cargo hub, the airport-based economic and industrial system and the aerotropolis. We should focus on reform and innovation, and be bold in carrying out trial programs in key areas and links, and work hard to development the Experiment Zone into a pilot of the nation’s airport-based economy. Furthermore, we should strengthen coordination to promote integration of major parts, such as airport and industries, industry and urban area, and air and land transportation, to achieve coordinated and common development of the Experimental Zone and the core area of Zhengzhou City, and that of the Central China Economic Zone and other regional functional zones.

As the lead agency of the Plan, NDRC shoulders an important responsibility in the development of the Experimental Zone. We will follow the directives of the State Council, and actively perform our duties to support the development of the Experimental Zone as we have been doing. We will extend due supports to the planning of its specific areas, development of the industrial layout, institutional and mechanism innovation, and implementation of relevant policies and measures. We will also evaluate the implementation of the Plan with concerning departments in a timely manner, and make necessary coordination to solve major problems that may crop up during the course, to ensure that the plan is carried out fully and smoothly.

We believe that, under the leadership of the CPC Central Committee and the State Council, with supports from all walks of life, and by hard work of the CPC Henan Provincial Committee and Henan Provincial Government, we are sure to develop the Experimental Zone into an opening-up highland in the central and western regions with most vitality and growth potentials!
