在国务院新闻办新闻发布会上的讲话

各位记者朋友，大家好!

首先，我向参加今天新闻发布会的各位记者朋友，向关心支持阅兵工作的各界人士，表示诚挚的谢意和良好的祝愿！

9月3日，我们将用庄严的阅兵仪式，纪念中国人民抗日战争暨世界反法西斯战争胜利70周年。

今天，我主要向大家介绍三个方面的内容：

一、介绍一下阅兵的总体安排

这次阅兵，在党中央、中央军委和习主席的领导下，按阅兵领导小组、联合指挥部、方队指挥部三级实施领导指挥。

这次阅兵，以抗战老兵参阅，体现缅怀先烈、敬仰英雄、继承传统的时代精神；以英模部队方队参阅，体现追忆抗战历史、弘扬抗战精神、维护抗战成果的决心意志；以邀请外军参阅，体现纪念世界反法西斯战争胜利的国际性；以将军担任领队参阅,体现高级将领听党指挥、率先垂范、带兵打仗的能力和作风；以新型武器装备受阅，体现维护世界和平和捍卫国家主权、安全、发展利益的决心能力。

阅兵按照机动进入、列队、阅兵式、分列式、疏散回撤5个步骤组织实施，阅兵式和分列式时间大约70分钟左右。

为烘托纪念活动气氛，解放军联合军乐团、合唱团担负纪念活动现场的奏唱任务。主要由解放军军乐团和从全军部队抽调的军乐骨干，以及从全军7所军事院校学员抽调约2400多人组成，一起奏唱《抗日军政大学校歌》《保卫黄河》《在太行山上》和《人民军队忠于党》等近30首反映抗战时期的经典歌曲和富有时代特征的乐曲，营造现场的历史文化氛围和庄严的仪式感。

二、介绍一下阅兵方（梯）队组成情况

这次阅兵，我军共编50个方（梯）队。其中，徒步方队11个，抗战老同志乘车方队2个、装备方队27个、空中梯队10个，正式受阅约1.2万人，拟动用40多种型号装备500多件、20多种型号飞机近200架。

11个徒步方队，由三军仪仗队和10个英模部队方队组成。主要由前身为八路军、新四军、东北抗联、华南游击队的现役英模部队组成。英模部队徒步方队受阅将充分体现中国共产党领导的抗日武装为夺取抗战胜利而艰苦卓绝的斗争、英勇无畏的精神和感天动地的气概。

2个抗战老同志乘车方队，由从大陆遴选的、目前健在的国共两党抗战老兵、我党我军和国民党抗日英烈后代，以及抗战支前模范代表组成，这些抗战老兵平均年龄90岁，抗战支前模范平均年龄88岁，英烈子女平均年龄78岁。他们参加受阅的积极性非常高，将乘坐改装的国产中巴车受阅，充分体现全国人民对抗战老兵的敬重、对抗日英烈的敬仰、对支前模范的敬意，也充分体现了共产党领导下的全民族抗战特色。

27个装备方队，按照作战体系要求编组，包括地面突击、防空反导、海上攻击、战略打击、信息支援、后装保障等模块，由陆军、海军、空军、第二炮兵、武警部队和四总部直属部队联合编成，展示的武器装备均为国产主战装备，84%是首次亮相，充分展示我军建设的新发展、新成就、新面貌。

10个空中梯队，包括空中护旗方队、领队机梯队、预警指挥机梯队、轰炸机梯队、歼击机梯队、海军舰载机梯队、海上巡逻机梯队、加受油机梯队、直升机梯队，涵盖了我军现有先进作战和保障机种。

三、介绍一下外军方队和代表队邀请情况

前期，为体现纪念反法西斯战争胜利活动的国际性，我们已向世界有关国家的军队发出了派代表队、方队和观摩团参加纪念活动或阅兵的邀请。6月和7月份，我们先后2次组织参阅国驻华武官、使馆代表和外军方队、代表队的有关人员，实地考察外军阅兵驻训点，介绍外军来华驻训期间的训练、管理和保障条件，明确参阅时间节点和有关安排，为外军在本国预先开展针对性训练做好前期铺垫。

目前，俄罗斯、哈萨克斯坦等10多个国家派方队或代表队参加阅兵。这些外军方队和代表队来自亚洲、欧洲、非洲、大洋洲和美洲等世界五大洲，来华参阅充分体现了共同纪念世界反法西斯战争胜利的鲜明态度，体现了对世界持久和平的追求与向往。

来华参阅的方队和代表队，大部分已经进驻阅兵训练基地，正在展开单方队的训练以及与中方的合练。我们已经研究拟制了外军方队来华参阅期间生活制度规范、合练预演安排、参阅实施、综合保障、文化交流、联络员和翻译培训等方案，正在按计划组织实施相关工作。

有关外军方队、代表队和观摩团来华参阅和观摩情况，后续将向大家详细介绍。

Ladies and gentlemen, friends from the media：

Good Morning (afternoon, evening)!

First of all, I would like to extend my sincere thanks and best wishes to friends from the media present at this press conference, and friends from all walks of life who care and support the parade .

On Sept. 3, a grand military parade will be held to commemorate the 70th anniversary of the victory of Chinese people’s war of resistance against Japanese aggression and the world anti-fascist war.

Today, I will mainly make a briefing on the following three aspects.

1. Overall arrangement of the parade.

Under the leadership of the Party Central Committee, the Central Military Commission, and President Xi, the forthcoming parade is organized with three levels of leadership, namely, the Parade Leading Team, the Joint Command, and the Formation Commands.

The participation of Anti-Japanese War veterans in the parade is meant to demonstrate the spirit of out times to remember the martyrs, respect our heroes, and carry forward our traditions. The participation of the honorary units commemorating heroes is meant to demonstrate our determination of remembering the history of anti-aggression War, promoting the spirit of anti-aggression War, and safeguarding the fruits of anti-aggression War. The participation of foreign troops is meant to demonstrate the internationalism of the commemoration of the victory of the world anti-fascist war. The generals being the leaders of various formations reflects the senior officers’ ability and work style in following the CPC’s commands, setting examples and leading the troops to fight battles. The review of new-type weapons and equipment reflects our determination and capability of maintaining world peace and safeguarding the sovereignty, security and development interests of our country.

The parade will be conducted in 5 steps: mobile entry, form up, review, march-past, and withdrawal. The time for the review and the march-past will be around 70 minutes.

In order to promote the atmosphere of the commemoration activity, the Joint Military Band and Chorus of the PLA will perform music playing and singing in the commemoration. The members of the Band and Chorus are mainly from the PLA Military Band and members of different PLA units, as well as 2400 plus cadets of 7 military academies. They will play and sing nearly 30 pieces of classic songs and music characterizing the times of the Anti-Japanese War, such as the Anthem of the Anti-Japanese Military and Political University, Guard the Yellow River, on Taihang Mountains, and the People’s Army Is Loyal to the Party. With the music and songs, the historic and cultural atmosphere and the solemn sense of ceremony will be brought into being in the commemoration.

2. Composition of the formations and echelons of the parade.

There are totally 50 Chinese formations (echelons) in the parade, including 11 foot formations, 2 mounted formations of veterans, 27 equipment formations and 10 air echelons. The number of troops participating in the parade is about 12,000. At the same time, more than 500 pieces of 40-odd types of equipment, and nearly 200 aircraft of 20 plus types will be demonstrated in the parade.

The 11 foot formations include the PLA Guard of Honor and 10 formations of active-duty honorary units commemorating heroes and martyrs, whose predecessors are the Eighth Route Army, the New Fourth Army, the North East United Anti-Japanese Force, and the South China Guerillas. The participation of these troops in the parade will fully reflect the extremely hard struggles, great valor and touching spirit of the CPC-led anti-Japanese forces in pursuit of the final victory.

The 2 mounted formations of veterans is composed of anti-Japanese veterans of both the CPC and the KMT living in the mainland of China, the offspring of the anti-Japanese martyrs of the CPC, PLA and the KMT, and representatives of front-supporting models in the Anti-Japanese War. The average age of the veterans is 90, and that of the front-supporting models is 88. The average age of the offspring of the martyrs is 78. Being very eager to participate in the parade, they will take minibuses. Their participation fully reflects the people’s admiration for the anti-Japanese veterans, the anti-Japanese martyrs, and the front-supporting models. It also embodies the whole nation character in the resistance against Japanese aggression led by the CPC.

The 27 equipment formations are grouped as per the requirements of operational systems, including the modules of ground assault, air defense and missile defense, maritime attack, strategic strike, information support, and logistic and armament support. These formations are organized by the troops of the army, navy, air force, second artillery force, armed police force and the units under the direct command of the four general HQs and departments. All weaponry and equipment displayed are Chinese made main battle equipment, 84% of which are shown the first time. They represent the new development, new achievements and new images of the building of Chinese armed forces.

The 10 air echelons include the air flag guard formation, the leading aircraft echelon, the AEW echelon, the bomber echelon, the fighter echelon, the carrier-based aircraft echelon, the maritime patrol aircraft echelon, the refueling and receiver echelon, and the helicopter echelon. These echelons display the available advanced operations and support aircraft of the PLA.

3. About inviting foreign troops and representative teams.

In order to show the internationalism of the commemoration of the victory of the world anti-fascist war, we have sent invitations to concerned countries with regard to dispatching representative teams, formations and delegations to the commemoration or the parade. In June and July, we organized the attaches, embassy representatives and advance teams of the parade participating countries to visit the training base twice. During their visits, we briefed them on the training, administration and support of their troops after they come, as well as important junctures of the parade and relevant arrangements. The visits and briefings have laid foundations for the parade participating troops to conduct trainings pertinent to the parade at home.

At present, more zhan 10 countries including Russia and Kazakhstan have decided to send formations or representative teams (flag squads) to the parade. The countries that will send formations and representative teams are from Asia, Europe, Africa, Oceania, and America. Their participation in the parade is a clear indication of attitude of commemorating the victory of the world anti-fascist war jointly, and a symbol of the pursuit and aspiration to the enduring world peace.

The foreign formations and representative teams have arrived at and settled in the parade training base, and are conducting basic trainings and joint trainings with the Chinese formations. We have made a series of relevant plans such as the daily regulations for foreign troops, arrangement of joint trainings and rehearsals, conduct of the parade, integrated support, cultural exchanges, and the training of liaison officers and interpreters. Relevant work is being implemented as per the plans.

The detailed information on foreign formations, representative teams and delegations will be informed in due time.
