2015减贫与发展高层论坛及 扶贫日活动安排 （2015年10月12日） 国务院扶贫办
一、当前扶贫开发工作进展 国家设立扶贫日的一年多来,中国的扶贫开发事业取得新的重要进展。习近平总书记高度重视扶贫工作，提出了新时期扶贫开发重要战略思想，推动扶贫工作大力度、全方位向前迈进。习近平总书记多次把扶贫作为国内考察的主要内容，多次到贫困地区考察指导工作。2015年以来，更是明确将扶贫开发作为全年工作和调研的重点，先后到云南、陕西、贵州等地调研扶贫工作，在延安、贵阳两次召开扶贫攻坚座谈会，发出到2020年农村贫困人口全部如期脱贫的动员令。李克强总理多次听取汇报并作重要指示，在今年《政府工作报告》中指出，难度再大，今年也要再减少农村贫困人口1000万人以上，并把扶贫作为国务院重大决策部署落实情况的督查内容。汪洋副总理带领国务院扶贫开发领导小组成员单位赴各地调研，指导各地区认真落实总书记、总理重要指示，开创了扶贫开发的新局面。 通过建档立卡，全国共识别贫困村12.8万个，对贫困户和贫困人口都进行了摸底登记。通过组织驻村帮扶，向12.8万个贫困村派驻工作队和第一书记，基本实现了贫困村的全覆盖。各地结合实际，分别实施了干部驻村帮扶、整村推进、职业教育培训、扶贫小额信贷、易地扶贫搬迁、电商扶贫、旅游扶贫、光伏扶贫、构树扶贫、扶贫创业致富带头人培训、东西部劳务协作对接和龙头企业带动等精准扶贫工程。探索建立社会扶贫激励机制，组织开展中国消除贫困奖评选表彰活动，推动形成全社会参与的大扶贫工作格局。在各方努力下，2011年至2014年，我国农村贫困人口从1.22亿人减少到7017万人，累计减少5221万人；贫困发生率从12.7%下降到7.2%。农村贫困地区基础设施和公共服务体系建设加快推进，扶贫成效日益显著。 二、减贫与发展高层论坛总体安排 去年8月，国务院决定将每年的10月17日确定为我国的扶贫日。今年10月17日是我国第2个扶贫日，也是第23个国际消除贫困日。为此，我们制定了《2015年扶贫日活动方案》，已经国务院扶贫开发领导小组第六次全体会议审议通过。扶贫日系列活动中，2015减贫与发展高层论坛是最重要的一项内容。 自2007年起，国务院扶贫办和联合国驻华系统在每年扶贫日举办减贫与发展高层论坛，目前已举办7届。该论坛已成为减贫与发展领域的品牌论坛，成为各国尤其是发展中国家和国际发展机构交流减贫经验，分析减贫形势，应对贫困挑战，共商减贫合作的国际性平台。 2015年对于全球减贫发展和中国扶贫开发都具有里程碑意义。联合国千年发展目标到期，前不久结束的联合国发展峰会通过了以“消除一切形式的贫穷”为首要目标的2015年后发展议程，全球减贫进程进入了新的历史阶段。中国政府高度重视减贫与发展问题，把扶贫开发作为全面建成小康社会重中之重的任务，提出了精准扶贫新方略，明确了到2020年现有农村贫困人口全部脱贫的目标。同时，中国政府一直广泛参与国际减贫与发展合作，积极呼应2015年后发展议程，愿与国际社会交流分享减贫和发展经验，共同致力于推动全球减贫进程。 经中央批准，“2015减贫与发展高层论坛”将于10月16日在北京举行。今年论坛的主题是：“携手消除贫困，实现共同发展”。这次论坛分两个阶段进行： 第一个阶段是16日上午，举行大会，中央领导同志将出席并发表主旨演讲。在会前，将接见2015中国消除贫困奖获奖者。联合国、发展中国家以及国际机构对本次论坛十分重视，积极响应。联合国秘书长潘基文将发表视频致辞并派副秘书长出席大会。部分国家元首将出席大会并发表演讲。部分国家的政府部长级代表、部分外国驻华使节将应邀出席。中国国务院扶贫开发领导小组成员单位、中央和国家机关有关部门负责同志，有关专家学者、企业负责人和基层代表将出席大会。大会规模约300人，其中国际代表约100人，国内代表约200人。举办本次论坛，将充分表明中央政府对扶贫开发亲力亲为、高位推进的态度和决心，力度之大，前所未有。 第二个阶段是16日下午，举办“国际发展议程与精准扶贫高级别会议”。重点围绕国际发展议程与宏观减贫战略、中国精准扶贫战略实施与国际减贫经验进行交流研讨。同时还将举办社会扶贫、电商扶贫、产业扶贫、青年扶贫、乡村发展、残疾人精准扶贫等平行论坛，邀请有关专家学者分别就若干方面的议题进行深入研讨。 三、扶贫日其他活动主要情况 在上个月召开的联合国发展峰会上，习近平主席指出,改革开放以来的30多年，中国基本实现了千年发展目标，并将继续为实现2015年后发展议程作出努力。在举办减贫与发展高层论坛的同时，今年扶贫日前后还将组织一系列活动，以落实习近平主席重要指示，宣传中国减贫成就和经验，为实现2015年后发展议程作出新的努力。 今年的扶贫日活动，旨在彰显中国共产党带领人民全面建成小康社会的信心决心，展示党和政府为消除贫困所做的巨大努力，体现中国特色社会主义制度的优越性，交流国内外扶贫理论与经验，为坚决打好扶贫攻坚战营造良好氛围。通过举办扶贫日活动的方式，深化和拓展社会扶贫新领域，搭建社会扶贫新平台，营造人人皆愿为、人人皆可为、人人皆能为的浓厚氛围。根据《2015年扶贫日活动方案》，扶贫日期间还将组织开展五个方面的活动： 一是启动教育扶贫行动。教育部等部门启动实施教育扶贫全覆盖行动，全面覆盖贫困地区的学校、教师、学生和建档立卡贫困户。从学前教育、义务教育、普通高中、职业教育、高等教育、继续教育、贫困家庭学生7个层面构建全领域结对帮扶关系，精确对准最薄弱领域和最贫困群体，加快贫困地区教育事业发展。 二是启动金融扶贫行动。人民银行等部门引导金融机构开展特惠金融精准扶贫工作。发行有关债券专项用于易地扶贫搬迁，支持建档立卡贫困户搬得出、稳得住、能致富。设立有关贷款，引导金融机构定向精准支持贫困地区发展特色产业和贫困人口就业创业。大力推广扶贫小额信贷，为建档立卡贫困户提供5万元以下、3年以内、免抵押、免担保、基准利率、财政贴息、风险补偿的小额信贷，让贫困户贷得到、用得好、还得上、逐步富。 三是开展民营企业扶贫行动。全国工商联等部门组织开展全国“万企帮万村”精准扶贫共建行动，积极提供对接平台，协调出台激励措施，鼓励民营企业通过投资兴业、吸纳就业、开发资源、捐赠救助、智力帮扶等方式参与扶贫开发，推动贫困村贫困户实现精准扶贫。 四是组织中国消除贫困奖评选表彰活动。经中央批准，中国扶贫基金会联合新闻媒体共同发起，面向为中国扶贫事业做出突出贡献或感人事迹的组织和个人开展表彰。按照严格程序，从各地上报的候选单位和个人中评选出了23个“入围奖”，并在主要媒体进行了公示，10月9日评出了10名获得者。 五是构建社会扶贫服务平台。筹备成立扶贫志愿服务方面的组织，广泛动员社会组织和公民个人开展扶贫志愿行动。启动社会扶贫信息服务网，及时发布扶贫需求、资源供给等权威信息，开展对接活动，搭建社会各界参与扶贫的互动平台。支持中国扶贫开发协会成立“1017”扶贫基金，打造社会扶贫资源资金管理平台。 为配合2015年扶贫日宣传，工业和信息化部将协调运营商，发送扶贫日公益短信。我们还推出了扶贫宣传口号，包括“小康不小康，关键看老乡”“精准扶贫，精准脱贫”“10·17，邀您一起”“扶贫没有旁观者，你我都能献爱心”等等，共15条。 扶贫日活动在国务院扶贫开发领导小组领导下开展，与此同时，党中央、国务院各有关部门根据自身职责，组织开展行业扶贫调研、发表文章、组织捐赠等活动，各省（自治区、直辖市）按照《国务院办公厅关于进一步动员社会各方面力量参与扶贫开发的意见》和全国方案的要求，结合自身实际，将组织开展资金募集、调研慰问等活动，动员社会各方面力量通过多种形式广泛参与，汇聚起扶贫开发的强大力量。
Agenda for the 2015 Global Poverty Reduction and Development Forum and Activities for Poverty Alleviation Day (Oct. 12th, 2015) State Council Leading Group Office of Poverty Alleviation and Development
1. Current progress in poverty reduction and development Over more than one year since China set up its Poverty Alleviation Day, new and important progress has been made in the cause of poverty reduction and development in China. President Xi Jinping attaches great importance to poverty reduction and has put forward an important strategy for poverty reduction and development of the new era, which has promoted poverty reduction work vigorously in an all-round way. President Xi Jinping has designated poverty reduction as a major part of his domestic inspections and thus has inspected poor areas and given his instructions for many times. Since early 2015 when he highlighted poverty reduction as a key content for his annual work and inspection plan, he has been to Yunnan, Shanxi and Guizhou province to visit their poverty reduction work and hosted poverty reduction discussions in Yan’an and Guiyang where he stated the mobilization order to lift all the remaining poor people in rural China out of poverty by 2020. Premier Li Keqiang also gave important instructions many times on poverty reduction after listening to reports. He pointed out in this year’s government report that we must lift another 10 million poor people in rural areas out of poverty against all odds and made poverty reduction one of the items to be checked for implementation among other major decision deployments. Vice Premier Wang Yang led the members of State Council Leading Group of Poverty Reduction and Development to carry out investigation and surveys in local areas, implementing the important instructions by the president and the premier, pioneering a new chapter of poverty reduction and development. Through database registration, we have identified 128,000 villages in poverty throughout China and registered all poor households and poor people. Almost every village has a working team and a first secretary dispatched there to provide long-term help and support. Based on their actual situations, different places have conducted targeted poverty reduction projects including dispatching officials to poor villages for long-term help, “whole village advancement”, vocational education and training, micro-credit loans for poverty reduction, relocation of people in poverty, e-business poverty reduction, tourism poverty reduction, photo-voltaic poverty reduction, paper mulberry poverty reduction, training for leaders to guide others to get rich together, labor affairs coordination between the east and west and leading enterprise promotion. We have explored building a mechanism to encourage social poverty reduction, organized a selection and commending activity for poverty reduction awards in China and help foster an atmosphere in which the whole society take part in poverty reduction. With efforts from all parties, from 2011 to 2014, the rural population in poverty in China has fallen from 122 million to 70.17 million, a cumulative decrease of 52.21 million people; the poverty rate has fallen from 12.7% to 7.2% in the same period of time. Development of infrastructure and public service systems in poverty-stricken rural areas has been advanced in a faster pace and progress in poverty reduction is remarkable. 2. Overall agenda for the 2015 Global Poverty Reduction and Development Forum In August 2014, the State Council decided to designate October 17th as China’s Poverty Alleviation Day. This year we will celebrate the second Poverty Alleviation Day in China and the 23rd International Day for the Eradication of Poverty on October 17th. In this case, we have drafted the 2015 Poverty Alleviation Day Activity Plan, which was approved at the 6th plenum of the State Council Leading Group of Poverty Reduction and Development. Among activities for this year’s Poverty Alleviation Day, the 2015 Global Poverty Reduction and Development Forum is the most important one. Starting from 2007, the State Council Leading Group Office of Poverty Alleviation and Development and the United Nations System in China have held the Global Poverty Reduction and Development Forum on Poverty Alleviation Day on a yearly basis. So far, 7 sessions have been held. This forum has become a branded forum for poverty reduction and development, an international platform in which all countries, particularly the developing countries, together with international development organizations, exchange experiences, analyze trends, deal with challenges and seek cooperation in the field of poverty reduction and development. 2015 was a milestone year for both global fight against poverty and China’s poverty alleviation and development endeavor. The UN MDGs have just expired, and not long ago, as the UN Development Summit adopted the post-2015 development agenda with “the elimination of all forms of poverty” as a primary goal, the global poverty reduction process entered a new historical stage. The Chinese Government attaches great importance to poverty reduction and development and regards poverty reduction and development as a top priority in the cause of building a well-off society in an all-round way. It has put forward a new strategy of targeted poverty reduction and defined the goal of lifting all current poor rural people out of poverty by 2020. Meanwhile, the Chinese government has always participated in international poverty reduction and development cooperation on an extensive basis, actively echoing the post 2015 development agenda and is willing to share and exchange experiences in poverty reduction and development with the international community and make its contribution to the global fight against poverty. Approved by the Central Government, the 2015 Global Poverty Reduction and Development Forum will be held in Beijing on Oct 16th. The theme of this year’s forum is “Common Development through Shared Efforts on Poverty Eradication”. The forum includes two phases. In the first phase, a plenary session will be held in the morning of Oct 16th and the Chinese State Leader will deliver a keynote speech and meet with the winners of the 2015 China Poverty Alleviation Award before the official session. The United Nations and other international organizations, and developing countries give great attention to this forum and respond actively to its invitation. General Secretary of the UN, Mr. Ban Ki-moon will deliver a video speech and the Under-General Secretary of the UN will represent him to address the session. Several heads of states or state leaders of will also deliver speeches. Ministerial representatives of several countries and diplomatic envoys to China will be invited to attend the forum. Members of the State Council Leading Group of Poverty Alleviation and Development and leaders from relevant departments of the CPC central committee and State Council, scholars, business leaders and grassroots representatives will also attend the forum. It is estimated the participants will amount to about 300, including 100 from abroad and 200 from China. This forum fully reveals the serious attitude and unprecedented resolution of the central government in overcoming poverty. In the second phase, the “High-level Conference on International Development Agenda and Targeted Poverty Reduction” will be held in the afternoon of Oct 16th. Participants will discuss the international development agenda and macro poverty reduction strategy, implementation of targeted poverty reduction strategy in China and international poverty reduction experiences. In the meantime, parallel forums including social poverty reduction, e-business poverty reduction, industry poverty reduction, youth poverty reduction, rural development and targeted poverty reduction for people with disabilities will be held. Researchers, practitioners and the media friends will be invited to have in-depth discussion. Other Major Activities on Poverty Alleviation Day At the UN Development Summit held in September, 2015, President Xi pointed out that since the adoption of the reform and opening up policy over 30 years ago, China has generally achieved the Millennium Development Goals and will continue to make efforts for realization of the post-2015 development agenda. Besides the 2015 Global Poverty Reduction and Development Forum, a series of activities will be organized around the Poverty Alleviation Day to implement the important order from President Xi, to showcase China’s achievement and experiences in poverty reduction and make new efforts to realize the post-2015 development agenda. This year’s Poverty Alleviation Day activities are aimed at revealing the resolution of CPC in leading the Chinese people towards a well-off society in an all-round way, showcasing the great efforts by the CPC and the Chinese government to eradicate poverty, manifesting the superiority of socialism with Chinese characteristics, exchanging poverty reduction theories and experience at home and abroad and creating an enabling atmosphere for winning the battle in overcoming hard-to-address poverty. By means of organizing poverty reduction activities, we will deepen and extend new fields of social poverty reduction, build a new platform for social poverty reduction, and create an atmosphere in which everyone is willing and able to contribute to poverty reduction. According to the 2015 Poverty Alleviation Day Plan, activities in the following five aspects will be organized: First, launching the poverty reduction initiative in the education sector. The Ministry of Education among other institutions will conduct a poverty reduction initiative covering the whole education sector including schools, teachers and students in poor areas and set up a database for registration of poor households. A one to one help relationship extending to pre-school education, compulsory education, regular high school, vocational education, higher education, continuing education, students from poverty-stricken families will be established to accelerate the development of education, targeting the poorest sectors and poorest people. Second, launching the action of poverty reduction through financial mechanisms. People’s Bank of China among other departments will guide financial institutions to conduct targeted poverty reduction activities with preferential financial policies. Relevant bonds will be issued exclusively for poverty reduction relocation so that registered poor households can be relocated and settled in a new place and shake off poverty. Relevant loans will be extended and financial institutions will be guided to provide targeted support for featured industries and poor people to work or start business in poor areas. Great efforts will be made in promoting micro-credit loans for poverty reduction. Registered poor households will be provided with micro-credit loans with a maximum amount of 50,000 yuan. The loans will be paid off within 3 years, free from mortgage and warrant, enjoying base interests rates, fiscal interest discount and risk compensation so that registered poor households are able to borrow, use, and pay off the loans and become well-off gradually. Third, calling on private enterprises to help the poor. The All-China Federation of Industry and Commerce among other departments will organize a national “Business to Help Village” （B2V）poverty reduction campaign. They will actively provide exchange platform, coordinate the formulation of incentives, and encourage private enterprises to get involved in poverty reduction and development by means of investment in businesses, employment, resources development, donations and intelligence support to advance targeted poverty reduction among poor households and poor villages. Fourth, organizing the ceremony for China’s poverty alleviation award winners. Approved by the central government, the China Foundation for Poverty Alleviation and the press jointly initiated this Award. In strict accordance with the procedures, 23 “finalist award winners” among the individuals and organizations recommended from different places were selected and their names have been disclosed through major media. Ten award winners were finally chosen on Oct. 9th. These award-winning organizations and individuals have made outstanding and moving achievements. They are the new models for poverty reduction in China. Fifth, building a service platform for social poverty reduction. We are preparing to establish a specialized organization for poverty reduction volunteers, and mobilize social organizations and citizens to be volunteers for poverty reduction on an extensive basis. We will launch a social poverty reduction information website and disclose authoritative information such as poverty reduction demand and resource supply. We will also conduct exchange activities and build a platform for all social sectors to get involved in poverty reduction. We support the establishment of “1017 Poverty Reduction Fund” by the China Poverty Alleviation and Development Association which are dedicated to forge a management platform for social poverty reduction resources and capital. To support the awareness campaign of the 2015 Poverty Alleviation Day, the Ministry of Industry and Information Technology will coordinate communication service providers to send text messages to the public on the Day. We coined 15 publicity slogans including “1017 invites you to make a difference together”, “well-off or not, ask our fellow villagers”, “poverty reduction has no bystanders and everyone can make a contribution”,etc. The Poverty Alleviation Day activities will be carried out under the leadership of the State Council Leading Group of Poverty Reduction and Development. In the meantime, relevant departments from the central government will conduct sector-based poverty reduction surveys and seminars and organize donations. All provinces (autonomous regions and municipalities directly under the Central Government) will organize fund raising, inspection and aiding visits and other forms of activities according to real needs. In line with the “Opinions on Further Mobilizing Social Forces to Participate in Poverty Alleviation and Development” by the State Council and the national activity plan, all social sectors will be mobilized to participate by various means, forming a powerful synergy to advance China’s poverty reduction endeavor. |
