一、云南省积极面向南亚东南亚扩大开放,参与“一带一路”建设的有关情况

云南地处中国与南亚东南亚的结合部,具有从陆上连通太平洋和印度洋,连接南亚、东南亚的独特区位优势,处于“一带一路”、长江经济带和孟中印缅经济走廊建设等多个国家战略的连接交汇点。云南省主动服务和融入国家战略,积极参与“一带一路”和孟中印缅经济走廊建设建设,充分发挥自身独特的区位、人文优势,启动和实施了涵盖互联互通、产业合作、人文交流等领域的51项重大项目、重点工作和重要政策,形成了以重大基础设施项目为先导和带动,以国际产能和装备制造合作为重点,以各类开放功能平台为载体,努力打造中国沿边对外开放新高地的良好发展态势。

一是开放型经济发展迅速“十二五”期间,云南外贸进出口总额连续迈上100亿和200亿美元2个大台阶。至2015年,全年累计实现外贸进出口总额245.3亿美元;通过全省17个国家级口岸和7个省级口岸等实现进出口额142.1亿美元,出入境人员3000多万人次,出入境车辆6000多万辆次,在中国沿边省区中位居前列。

二是互联互通建设全面提速。云南省积极打造连接南亚东南亚的立体交通网络,铁路“八出省、五出境”、公路“七出省、五出境”和空水全面互联互通的主干构架已初步形成。一批重大项目正在加快推进建设,随着越南河内—老街高速公路建成通车以及中老、中泰铁路加快建设,昆河、昆曼和孟中印缅3条经济走廊已初具雏形。中越方向,昆明至越南河内公路已实现高速化,中越铁路(泛亚铁路东线)境内段已全线建成通车;中老方向,对局部路段改造完成后,将实现昆明至泰国曼谷公路全程高等级化。中老铁路(泛亚铁路中线)境内玉溪—磨憨段、老挝境内磨丁—万象段已于2015年12月开工建设;中缅方向,中缅公路境内段昆明—瑞丽、昆明—腾冲已经实现高速化。中缅铁路(泛亚铁路西线)境内大理—保山—瑞丽段正在建设,力争2020年左右建成通车。内联方向,2016年3月沪昆高铁云南段、云桂铁路云南段全面铺架,4月28日沪昆高铁云南段全线轨道铺通,今年内将投入运营,这标志着云南即将正式步入高铁时代。

截至2015年,云南省建成运营民用运输机场13个、在建机场3个,开通航线387条,昆明长水机场始发航线达284条,其中国际和地区航线54条,通航城市达148个,覆盖东南亚7国、南亚5国,每周有130个以上航班往返南亚东南亚,成为中国飞往南亚、东南亚航线最多的机场之一。

随着跨境电力输送通道建设进程的加快,我省与越南、老挝和缅甸实现了局部高压等级电网互联,目前正积极推进与泰国的联网;中缅油气管道建成,标志着中国第四条国际能源通道已经打通。云南昆明已经逐步成为连通大湄公河次区域5国以及印度、斯里兰卡、孟加拉国的区域性国际语音通讯及数据交换中心。

三是国际产能合作稳步推进。云南把推进国际产能和装备制造合作作为增强国际经济竞争力的重要内容和参与“一带一路”建设的重要支撑,通过与国家部委建设协同机制、与周边国家建立对话协调机制、开展与有关国家的产能合作示范等方式,予以积极推进。为贯彻落实《国务院关于推进国际产能和装备制造合作的指导意见》,2015年12月17日,国家发展改革委徐绍史主任与陈豪省长在北京签署协议,建立推进国际产能和装备制造合作委省协同机制。双方商定,国家发展改革委将在建设多双边合作机制、制定国际产能合作重点国别规划、争取金融机构融资支持、设立国际产能合作股权投资基金等工作中对云南省予以支持。

云南省将围绕电力行业、装备制造、冶金、化工建材、轻工、物流等重点领域和南亚、东南亚、北美、非洲及中东欧国家等重点区域,制定扶持激励政策,建立动态更新的重点项目库,积极推动本省企业开展国际产能和装备制造合作。近年来,云南省主动开展与老挝、缅甸、越南、孟加拉、泰国等国家的产能合作,取得了积极成效。特别是与老挝在钢铁、水泥、农业林、旅游地产、矿产开发、经济合作区等产业领域进行深度对接,对我省优势产能开拓国际市场形成了良好示范效应。2015年,我省投向老挝项目10个,中方投资额18.62亿美元,位列投资国别第一位。

四是对外开放平台蓬勃发展。2015年,国务院批准设立云南滇中新区、云南勐腊(磨憨)重点开发开放试验区及昆明综合保税区;中老两国已正式签署《中国老挝磨憨—磨丁经济合作区建设共同总体方案》,2016年3月国务院正式批准设立中老磨憨-磨丁经济合作区。云南正在加强组织领导,明确责任主体,完善工作机制,加大支持力度,努力把经济合作区打造成为中老两国政府共同推进“一带一路”建设的重要载体和平台,我国面向南亚东南亚辐射中心的重要支点和睦邻安邻富邻示范引领区;中越河口—老街跨境经济合作区《共同总体方案》编制工作重新启动,跨合区中方园区项目启动建设;瑞丽国家重点开发开放试验区、临沧边境经济合作区积极承接国际国内产业转移,形成开放合作的亮点平台和示范;云南沿边金融综合改革试验区不断深化,金融开放水平不断增强。

五是多边合作机制日益完善。近年来,云南省在中国政府的指导和支持下,倡导建立了孟中印缅地区经济合作论坛(BCIM),积极参与了大湄公河次区域经济合作(GMS),并先后与泰国、老挝、越南、缅甸、印度、马尔代夫等建立了双边合作机制,并积极推动各项多双边机制不断取得实效。

当前,云南正在积极服务澜沧江—湄公河合作机制。作为中国推动南南合作的新实践,让澜湄各方好上加好、亲上加亲,既是各国人民的共同心愿,更是云南义不容辞的责任与担当。云南与澜湄合作各方地缘相近、人缘相亲,“胞波”情谊深厚,经贸合作人文交往条件得天独厚。我们将齐心协力共谋合作、共促发展,建立澜湄边境地区经济区和产业园区、投资区和交通网,加强在基础设施、工程机械、电力、建材、通讯等领域的合作,为打造团结互助、平等协商、互利互惠、合作共赢的澜湄国家命运共同体贡献出云南力量。

六是南博会平台作用不断凸显。在众多的区域交流合作平台中,云南最具亮点和吸引力、最有成效和影响力的,当属由商务部和云南省人民政府共同主办的中国—南亚博览会暨中国昆明进出口商品交易会。作为云南努力建设面向南亚东南亚辐射中心的重要举措,南博会自2013年起已连续成功举办了三届。

前三届南博会共有包括18位外国政要和174位外国省部级高级官员在内的约1250位外国贵宾出席;有包括美国通用、以色列化工、印度塔塔集团、印孚瑟斯集团等在内的共约100家世界500强和国内外知名企业参展,累计有接近150万人次进场参观。南博会在促进我国与南亚、东南亚乃至泛印度洋地区国家间的多边外交、经贸合作和人文交流方面发挥着越来越重要的作用,并被中国政府列为“一带一路”建设重点培育的大型国际展会。

二、第4届中国—南亚博览会暨第24届中国昆明进出口商品交易会筹备工作进展情况

第4届中国—南亚博览会暨第24届中国昆明进出口商品交易会定于2016年6月12—17日在云南昆明举办,会期较往届增加一天。其中,6月12日上午为开幕式,12日下午和13日专门安排了1天半的专业观众参展洽谈时间,6月14—17日面向社会公众开放。本届南博会有以下特点:

一是展览展示规模空前。本届南博会以“亲诚惠容、合作共赢”为主题,展会从筹备到举办都贯穿了创新、协调、绿色、开放、共享的发展理念,使用场馆的数量从上一届的13个增至18个,布展面积由上一届的12万平方米增至17万平方米,提升了40%以上,规模已经位居国内前列,共设置8000个国际标准展位,为历届之最,目前完成确认的展位已接近100%。

二是展馆设置特色鲜明。本届南博会设置了国际产能合作馆、东盟馆、南亚馆、国际馆、日韩港澳馆、台湾馆等17个展馆,境外展位总量超过50%。预计将有超过80个国家和地区的约4000家企业参会参展。马尔代夫将担任第4届南博会主题国,越南将担任第24届昆交会主宾国。

今年,我们在展馆设置和展览展示活动安排上,基于促进莅会各方扩大经贸合作、增进人文交流和推动各国相互投资等方面的考虑作了优化调整。南亚馆和东盟馆均设置使用了2个展馆各2万平方米,进一步凸显展会的国别、区域、地域特色;新增设的国际产能合作馆主要针对中国与周边国家开展产能合作和装备制造合作的现实需要,信息化及信息产业馆旨在着力推动信息产业发展与促进大众创业万众创新的有机结合;旅游产业馆和高原特色农业馆注重将云南的产业特色与资源优势转化为我省跨越发展和扶贫攻坚的强大动力。

三是会期活动精彩纷呈。今年,我们将继续与中国有关部委联合举办一系列丰富多彩的会期活动,主要有第11 届中国—南亚商务论坛、第4届中国—南亚智库论坛、第2届中国—南亚技术转移与创新合作大会、第14届东盟华商会、第5届云台会以及中国自贸区发展研讨会、国际产能合作论坛、跨境旅游合作论坛等,为区域内各国增进理解、凝聚共识、深化合作发挥建设性作用。我们还将根据各方需要邀请国内外政府机构、商协会和企业等举办宣传投资政策、推介投资项目的各类洽谈活动,为各国开展招商引资合作提供切实有效的服务。

I. Greater Opening-up of Yunnan Province to South Asia and Southeast Asia and Its Commitment to the Belt and Road Initiative

Located at the junction of China, South Asia and Southeast Asia, Yunnan enjoys unparalleled geographical advantages in bridging the Pacific Ocean and the Indian Ocean and connecting with South Asia and Southeast Asia. It sits at the hub of a number of national initiatives, including the Belt and Road Initiative, the Yangtze River Economic Belt, BCIM Economic Corridor and others. The Province is now taking its own initiative to serve and integrate into national strategies and participating actively in building the Belt and Road and the BCIM EC. By giving full play to our unique geography and cultural connections, and kick-starting and putting in place 51 major projects, undertakings and policies in fields of connectivity, industrial cooperation and people-to-people exchanges, we are harnessing on the pioneering and driving force of major infrastructure projects, focusing on international capacity cooperation and equipment manufacturing, and employing the vehicle of various functional platforms of opening-up, thus creating a sound momentum of development in building a new height for China’s opening-up in border areas.

1. Rapid development of open economy. During the 12th Five Year Plan period, the foreign trade volume of Yunnan consecutively mounted on 2 major steps of $10 billion and $20 billion. In 2015, the trade volume totaled at $24.53 billion, of which 17 national border crossings and 7 provincial crossings in the province contributed $14.21 billion, in addition to the entry and exit of 30 million people and 60 million vehicles, ranking high amongst border provinces and regions of the country.

2. Gearing-up of infrastructure construction. Yunnan is committing itself to building a multi-modal transport network to connect with South Asia and Southeast Asia, where a stale framework has gradually manifested itself, featuring 8 domestic and 5 outbound railways, 7 domestic and 5 outbound highways and full inter-connectivity of aviation and water navigation. A number of major projects are gathering speed. The completion of the Hanoi-Laocai highway and faster progress of the China-Laos and China-Thailand railways are bringing up the making of 3 economic corridors from Kunming to Hanoi and from Kunming to Bangkok and among the 4 countries of BCIM. Between China and Vietnam, the road connection between Kunming and Hanoi has been upgraded to the highway level and domestic parts of the China-Vietnam Railway (the east route of the Pan-Asia Railway) have been completed and open for traffic. Between China and Laos, the Kunming-Bangkok Highway will be a complete expressway in the aftermath of some revamping of pockets of the line. For the China-Laos Railway (the middle route of the Pan-Asia Railway), construction roared into gear in December 2015 for sections from Yuxi to Mohan within China and from Boten to Vientiane in the territory of Laos. Between China and Myanmar, for the domestic section of the China-Myanmar Road, expressways are laid between Kunming and Ruili as well as Kunming and Tengchong. Construction is still ongoing for the Dali-Baoshan-Ruili section of the China-Myanmar Railway (the west route of the Pan-Asia Railway), aiming to open for traffic by around 2020. Between Yunnan and other provinces and regions, March of 2016 witnessed the conclusion of sleeper-laying within Yunnan for high-speed railways linking the province with Guangxi and Shanghai, for the latter of which, rail laying was later completed on April 28 and opening for traffic will be realized within the year, marking the advent of the high-speed railway era of the province.

By the end of 2015, there are in Yunnan 13 civil airports in operation and another 3 in ongoing operation, running 387 flights, of which the Kunming Changshui International Airport harbors 284 departure flights, including 54 international and regional ones. The airport connects with 148 cities by air, covering 7 countries in Southeast Asia and 5 in South Asia. Each week, there are 130 or more airplanes flying to and from South Asia and Southeast Asia, marking itself as one of the busiest airhubs linking China with the two regions.

Thanks to faster development of cross-border electric power transmission channels, high-voltage grid connection has been realized between Yunnan and Vietnam, Laos and Myanmar. At present, we are actively promoting the docking with Thailand. The completion of the China-Myanmar oil and gas pipelines marks the opening of the 4th international energy pathway of China. Kunming of Yunnan Province has gradually become a regional hub for international voice messaging and data exchanges that connects with the 5 GMS countries, India, Sri Lanka and Bangladesh.

3. Steady headway of international capacity cooperation. International capacity cooperation and that of equipment manufacturing are regarded by Yunnan as an important contributor to its international economic competitiveness and its participation in the Belt and Road Initiative and are actively promoted by building synergistic mechanisms with various ministries and commissions of China as well as dialogue and coordination institutions with neighboring countries and cooperating with related countries on capacity cooperation demonstration programs. In following up Guidance of the State Council on Promoting International Capacity Cooperation and Equipment Manufacturing, H.E. Mr. Xu Shaoshi, Minister of the NDRS and H.E. Mr. Chen Hao, Governor of Yunnan Province, inked an agreement in Beijing on December 17, 2015, on a synergistic mechanism between the two counterparts for international capacity cooperation and equipment manufacturing. It is agreed that NDRC will provide support to Yunnan in terms of developing bilateral or multilateral cooperation mechanisms, making plans of international capacity cooperation with major nations, seeking financing from financial institutions, and setting up related equity investment funds, etc.

Next, Yunnan Province will, by centering around major fields of electric power, equipment manufacturing, metallurgy, chemical engineering, construction materials, light industry and logistics and focusing on major areas of South Asia, Southeast Asia, North America, Africa and Central and Eastern Europe, develop supportive stimulus polices and set up a dynamic and regularly-updated project database to promote our businesses to seek opportunities in international capacity cooperation and equipment manufacturing. In recent years, Yunnan has long been active in capacity cooperation with Laos, Myanmar, Vietnam, Bangladesh and Thailand and registered positive turnouts.To note, our downstream dovetailing with Laos in industries of steel, cement, agriculture, forestry, tourism, real estate, mining as well as economic cooperation zones has set up a sound model of harnessing on our advantageous capacity to explore international markets. In 2015, the province invested in 10 projects in Laos, pooling up $1.862 of investment from China and topping all other nations.

4. Brisk development of opening platforms. In 2015, the State Council ratified the establishment of the New Central Yunnan Industrial Zone, the Yunnan Mengla (Mohan) Major Development and Opening Pilot Area and the Kunming Comprehensive Bonded Area. China and Laos inked officially the Joint Master Plan for the Building of the China-Laos Mohan-Boten Economic Cooperation Area. In March, 2016, the State Council nailed its official approval to the building of the Mohan-Boten Economic Cooperation Area. At present, Yunnan is bettering its organization work, providing better guidance, clarifying responsibilities and obligations, improving work mechanisms, and giving more supports to develop the economic cooperation area into an important vehicle and platform for the two governments of China and Laos to make concerted efforts to advance the Belt and Road Initiative, a crucial pivot in building China’s powerhouse with South Asia and Southeast Asia, and a demonstration and pioneer area of building amity, peace, and prosperity with neighboring countries. We switched on the development of a joint master plan for the Hekou-Laocai cross-border economic cooperation area between China and Vietnam and launched related construction on the side of China. The Ruili National Major Development and Openning Pilot Area and the Lincang Border Economic Cooperation have been proactive in taking in industries transferred from both at home and abroad, becoming highlight platforms and models of open cooperation. We have been furthering our all-out pilot program of finance reform in border areas and promoting greater opening up in the financial sector.

5. Evolving multilateral cooperation mechanisms. In recent years, with the guidance and support of the central government of China, Yunnan pioneered the establishment of BCIM regional economic cooperation forum and participated in the GMS economic cooperation. We set up bilateral cooperation mechanisms successively with Thailand, Laos, Vietnam, Myanmar, India, and Maldives and have been promoting those mechanisms to generate substantive effects.

At present, Yunnan is committing itself to serving the Lancang-Mekong Cooperation Mechanism, a new practice of China for south-south cooperation. It is a shared aspiration of all peoples within the region to build better and closer ties with each other. It is also a bounden duty and obligation of Yunnan. Yunnan and all cooperating parties of the LMC are close in geography and cultural connections. We enjoy time-honored amity and unparalleled conditions for trade, economic cooperation and people-to-people interaction. We will make concerted efforts to seek cooperation and common development by erecting LMC border economic zones, industrial parks, investment areas and transport networks, enhancing cooperation on infrastructure, engineering, mechanics, electric power, building materials and communications, contributing our due part to the building of the LMC community of common destiny, featuring solidarity, mutual assistance, equal coordination, mutual benefits and win-win cooperation.

6. The greater platform of the China-South Asia Expo. Among various platforms for regional exchanges and cooperation in Yunnan, the most highlighted, attractive, productive and influential one must be the China-South Asia Expo and the concurrent China Kunming Import and Export Commodities Fair, which are co-sponsored by the Ministry of Commerce of China and the People’s Government of Yunnan Province. As an important effort of Yunnan to build a powerhouse for South Asia and Southeast Asia, the Expo has been successfully held for 3 iterations since its inception in 2013.

The previous 3 chapters of the Expo attracted altogether the presence of 1,250 foreign dignitaries, including 18 state leaders and 174 ministerial officials, aside from the participation of over 100 Fortune 500 magnets and renowned enterprises from at home and abroad, such as GE, ICL, TaTa and Infosys, as well as around 1.5 million visits. The Expo is playing a more and more significant role in promoting multilateral diplomacy, trade, and cultural exchanges among China, South Asia, Southeast Asia and littoral countries of the Indian Ocean at large. It has been recognized by the central government of China as a major large-scale expo in the Belt and Road Initiative.

II. Preparation for the 4th China-South Asia Expo and the 24th China Kunming Import and Export Commodities Fair

The 4th Expo and the 24th Kunming Fair are going to take place in Kunming of Yunnan during June 12-17, 2016, lasting one day longer when compared to its predecessors. The morning of June 12 will usher in the opening ceremony while the following one-day-and-half, i.e. the afternoon of June 12 and the entire day of June 13, will be devoted to exhibition and match-making among professional buyers. During June 14-17, the event will be open to the general public. The Expo this year has following highlights:

1. An unprecedented size. Under the theme of Amity, Sincerity, Mutual Benefits, Inclusiveness and Win-win Cooperation, the Expo this year adopts the philosophy of innovative, coordinated, green, open and shared development throughout its preparation and delivery. 18 pavilions will be put into use when compared to 13 last year and exhibition areas will also grow by 40% to 170,000 m2 from last year’s 120,000 m2. The Expo will manifest itself with a nation-leading size and set up unprecedentedly 8,000 internationally standard booths. So far, near 100% of those booths have already been taken up and confirmed.

2. Distinctive pavilion settings. The 4th Expo has under it 17 pavilions, including those dedicated to international capacity cooperation, ASEAN, South Asia, International Exhibition, Japan, ROK, Hong Kong, and Macau, and Taiwan, etc, 50% of all the booths will be taken by foreign exhibitors. It is expected that around 4,000 businesses from over 80 countries and regions will attend the event. Maldives will be the Theme Country of the 4th Expo while Vietnam will be the Guest Country of Honor for the 24th Kunming Fair.

This year, in line with consideration of greater economic cooperation among all participants, greater cultural exchanges and more mutual investment between various countries, we are trying to optimize and fine-tuning our pavilion setting and the scheduling of exhibitions and shows. We devote 2 pavilions, with each covering 20,000 m2, respectively to South Asia and ASEAN, so as to highlight further the varying features of different nations, regions and localities. The International Capacity Cooperation Pavilion, as a newcomer, is targeted at the practical need of China and neighboring countries for capacity cooperation and that of equipment manufacturing. The Information Technologies and Industries Pavilion is set up with the aim of bolstering the synergistic integration between IT industries and the campaign of seeking public entrepreneurship and mass innovation. The Tourism Pavilion and the Featured Highland Agriculture Pavilion focus on translating featured industries and resource advantages of Yunnan to an powerful engine for its striding development and poverty alleviation.

3. Mesmerizing sideline events. This year, we will continue to work with related organs of the central government of China to stage a hoard of colorful sideline events, including the 11th China-South Asia Business Forum, the 4th China-South Asia Think Tank Forum, the 2nd China-South Asia Technology Transfer and Innovation Cooperation Conference, the 14th ASEAN Overseas Chinese Entrepreneurs Conference, the 5th Yunnan-Taiwan Conference, the China FTA Development Symposium, the International Capacity Cooperation Forum, and the Cross-border Tourism Cooperation Forum, etc., playing productive roles in helping countries from different regions to enhance mutual understanding, pool up consensus and deepen cooperation. Moreover, in accordance with special needs of different parties, we will invite government organs from at home and abroad, chambers of commerce, federations, and some businesses to throw various interaction activities to shed light on investment policies or promote investment projects, so as to provide countries with effective services in investment promotion and cooperation.
