《中国落实2030年可持续发展议程创新示范区建设方案》背景材料

一、《建设方案》的制定背景与重要意义

2015年9月,习近平主席出席联合国发展峰会,同各国领导人一道通过了《2030年可持续发展议程》,这是联合国继制定《21世纪议程》、《千年发展目标》之后在可持续发展领域确定的又一全球性重要行动。《2030年可持续发展议程》设定了未来15年全球在减贫、健康、教育、环保等17个领域的发展目标。

我国高度重视落实2030年可持续发展议程,将议程确立的可持续发展目标全面融入《国民经济与社会发展十三五规划》。在G20杭州峰会上习近平主席提出的“共同构建包容联动的全球发展治理格局,以落实联合国2030年可持续发展议程为目标,共同增进全人类福祉”得到了与会代表的高度赞同,联合国秘书长潘基文高度评价中国在推动2030年可持续发展方面的务实举措,盛赞中国向世界展示出卓越领导力,对中国引领全球落实2030年可持续发展议程寄予了很高期望。今年9月份,我国发布《中国落实2030年可持续发展议程国别方案》,对落实工作进行了全面部署。国务院出台《中国落实2030年可持续发展议程创新示范区建设方案》(以下简称“建设方案”),是中国扎实推进落实工作的具体体现。

推动可持续发展的长期实践证明,创新是根本途径,这一点已经成为全球共识。去年9月召开的联合国发展峰会把加强科学、技术和创新作为落实2030年持续发展议程的重要执行手段。今年6月份召开的联合国首届科学、技术与创新促进可持续发展多利益攸关方论坛和7月份召开的联合国可持续发展高级别政治论坛上,与会各国一致强调了科技创新支撑和引领可持续发展的重要性和不可替代性,强调科学、技术和创新应贯穿所有可持续发展目标。G20杭州峰会把创新增长方式设为核心议题,通过了《二十国集团创新增长蓝图》,这是二十国集团首次围绕创新驱动可持续发展采取协调一致行动,具有里程碑意义。

党的十八大以来,我国提出了“五位一体”总体布局、“四个全面”战略布局以及创新、协调、绿色、开放、共享五大发展理念,是对可持续发展内涵的丰富和完善,我国已经进入全球可持续发展理念创新的前沿。同时,十八大报告强调指出,必须把科技创新摆在国家发展全局的核心位置,建设“中国落实2030年可持续发展议程创新示范区”也是我国贯彻落实全国科技创新大会精神和《国家创新驱动发展战略纲要》,充分发挥科技创新对可持续发展支撑引领作用的重要举措。事实上,经济发展与社会发展、环境保护互为支撑,社会发展和环境保护中孕育着新的经济增长点,健康、环保等领域正在成为新常态下支撑我国经济持续增长的重要力量。目前,世界上发达国家和主要发展中大国均围绕可持续发展加强科技创新布局,并把社会发展和环境保护列为创新战略实施的重点领域。

建设国家可持续发展议程创新示范区,可以激发社会发展和环境保护领域创新活力,在促进社会事业发展和改善环境的同时,为经济发展带来新的动能和保障,促进经济、社会和环境的协调发展。

二、《建设方案》的主要内容

《建设方案》明确了中国落实2030年可持续发展议程创新示范区的推进思路和目标,即“紧密结合落实《2030年可持续发展议程》,以实施创新驱动发展战略为主线,以推动科技创新与社会发展深度融合为目标,以破解制约我国可持续发展的关键瓶颈问题为着力点,集成各类创新资源,加强科技成果转化,探索完善体制机制,提供系统解决方案,使科技创新对社会事业发展的支撑引领作用不断增强,经济与社会协调发展程度明显提升,形成一批可复制、可推广的可持续发展现实样板,对内为其他地区可持续发展发挥示范带动效应,对外为其他国家落实《2030年可持续发展议程》提供中国经验。

《建设方案》提出四项主要建设任务:一是参照2030年可持续发展议程,结合本地现实需求,制定可持续发展规划;二是围绕制约可持续发展瓶颈问题,加强技术筛选,明确技术路线,形成成熟有效的系统化解决方案;三是增强整合汇聚创新资源、促进经济社会协调发展能力,探索科技创新与社会发展融合的新机制;四是积极分享科技创新服务可持续发展的经验,对其他地区形成辐射带动作用,向世界提供可持续发展中国方案。

三、《建设方案》的工作基础

中国落实2030年可持续发展议程创新示范区建设并不是从零起步,它将以现有的国家可持续发展实验区为基础进行创建。国家可持续发展实验区起始于1986年,是科技部、国家发展改革委、环保部等19个部门联合推动的一项地方试点工作。30年来,国家可持续发展实验区工作以理念宣传、科技支撑、制度创新为手段,促进了可持续发展理念在全社会的普及,推动了节能减排、公共健康等领域一大批先进适用技术在地方的落地转化,在产业转型升级、城乡协调发展等领域探索了一批具有创新性的地域模式,为中国贯彻落实可持续发展战略发挥了积极的推进作用。目前,中国已经在全国31省(区、市)建立了189家实验区。

中国落实2030年可持续发展议程创新示范区将是对国家可持续发展实验区建设成效较为突出的地区赋予新的、更为重要的使命,是国家可持续发展实验区工作的升级版。今后二者将并行推动,互为支撑。

Briefing on The Development Plan of China’s Innovation Demonstration Zone for the Implementation of the 2030 Agenda for Sustainable Development

I. Formulation Background and Significance of the Development Plan

In September 2015, President Xi Jinping attended the United Nations Sustainable Development Summit and adopted the 2030 Agenda for Sustainable Development with leaders of other countries. This marked another significant global action to achieve sustainable development following the Agenda 21, and the Millennium Development Goals formulated by the United Nations. The 2030 Agenda for Sustainable Development set global development goals for 17 fields including poverty alleviation, health, education and environmental protection for the next 15 years.

China attaches great importance to the implementation of the 2030 Agenda for Sustainable Development and has fully incorporated the sustainable development goals set forth in the Agenda into the country’s 13th Five-Year Plan for National Social and Economic Development. At the G20 Hangzhou Summit, President Xi Jinping called for efforts to “jointly facilitate an inclusive and interconnected global development governance to deliver on the UN 2030 Agenda for Sustainable Development and jointly advance the well-being of mankind”, which won the strong endorsement of attending delegates. UN Secretary-General Ban Ki-moon spoke highly of the concrete measures taken by China to push forward the implementation of the 2030 Agenda for Sustainable Development, praising China for the outstanding leadership which it has shown to the world and expressing great expectations of China’s leadership in the global efforts to take forward the 2030 Agenda for Sustainable Development. In September this year, China released its National Plan on Implementation of the 2030 Agenda for Sustainable Development, making full arrangements for implementation work. As a follow-up step, the State Council issued The Development Plan of China’s Innovation Demonstration Zone for the implementation of the 2030 Agenda for Sustainable Development (hereinafter referred to as the “Development Plan”), an embodiment of China’s actions to honor its commitments.

The long-term practices of pushing forward sustainable development have proven that innovation is the fundamental way forward. This has become a global consensus. The United Nations Sustainable Development Summit held last September made strengthening science, technology and innovation as an important means to implement the 2030 Agenda for Sustainable Development. At the United Nations First Multi-stakeholder Forum on Science, Technology and Innovation for Sustainable Development held in June and the United Nations High-level Political Forum on Sustainable Development held in July this year, all countries present unanimously stressed the importance and irreplaceability of science, technology and innovation in supporting and leading sustainable development and emphasized that science, technology and innovation should run through all sustainable development goals. The G20 Hangzhou Summit made innovative growth as a core topic and adopted the G20 Blueprint on Innovative Growth. It is a milestone for the G20 to take concerted action on innovation-driven sustainable development.

Since the 18th National Congress of the Communist Party of China (CPC) was held, China has put forward a “Five-in-one” overall plan, a “Four Comprehensives” strategic layout, and the five major development ideas of innovation, coordination, green, openness and sharing. China has made active contributions to the concept of global sustainable development. Meanwhile, it is stressed in the Report to the 18th CPC National Congress that science and technology innovation must be placed at the core of the overall national development. Building innovation demonstration zones to deliver on the 2030 Agenda for Sustainable Development is also an important measure for China to follow up on the National Conference on Science and Technology Innovation and the National Innovation-Driven Development Strategy and to fully leverage the role of science, technology and innovation in supporting and leading sustainable development. In fact, economic growth, social development, and environmental protection serve as mutual support, and social development and environmental protection breed new points of economic growth. Fields like healthcare and environmental protection are becoming important support for China’s sustained economic growth under the new normal. Currently, developed countries and major developing countries in the world are all centering around sustainable development to strengthen their science, technology and innovation planning and make social development and environmental protection as key fields in their innovation strategies.

Building innovation demonstration zones for the implementation of national sustainable development agenda can not only stimulate the vitality of innovation in the social development and environmental protection fields, but also bring new momentum to economic growth and promote the coordinated development of the economy, society and environment.

II. Main Contents of the Development Plan

The Development Plan specifies the major thinking and the goals of innovation demonstration zone to push forward China’s implementation of the 2030 Agenda for Sustainable Development, i.e. “facilitating the integration of science and innovation with social development as the goal, breaking key bottlenecks that hinder China’s sustainable development as the focus, integrating innovation resources, strengthening the commercialization of science and technology outcomes, improving institutional mechanisms, providing systematic solutions, boosting the role of science and technology innovation in supporting the development of social undertakings, raising the level of coordinated development between the economy and society, and forming a number of reproducible and propagable examples of sustainable development so as to drive sustainable development in other regions in China and provide other countries with the China’s experience of sustainable development”.

The Development Plan puts forward four major tasks: 1. formulate sustainable development plans with reference to the 2030 Agenda for Sustainable Development and in relation to local needs; 2. center around bottlenecks that restrict sustainable development, strengthen the screening of technologies, specify technological routes and form mature, effective systematic solutions; 3. strengthen the abilities of integrating and pooling innovation resources and promoting coordinated social and economic development, and explore new mechanisms for the integration of science and technology innovation with social development; and, 4. share experience of serving sustainable development with science and technology innovation, drive sustainable development in other regions, and provide the world with a China solution to sustainable development.

III. Work Basis of the Development Plan

China’s construction of innovation demonstration zones for the implementation of the 2030 Agenda for Sustainable Development does not start from scratch. These demonstration zones are created based on existing national sustainable development experimental zones. Started in 1986, the national sustainable development experimental zone is a local pilot initiative jointly pushed forward by 19 governmental bodies, including the Ministry of Science and Technology, the National Development and Reform Commission and the Ministry of Environmental Protection. Over the past 30 years, national sustainable development experimental zone work has taken public education, science and technology support and institutional innovation as its means, promoted the popularization of the sustainable development concept, pushed forward the local application of a large number of advanced and applicable technologies in the fields of energy conservation, emissions reduction and public health, explored a number of innovative regional models in the areas of industrial transformation and upgrading and coordinated urban and rural development, and played an active role in pushing forward China’s implementation of its sustainable development strategy. Currently, China has established 189 experimental zones in 31 provinces (autonomous regions and municipalities) around the country.

China’s innovation demonstration zones for implementation of the 2030 Agenda for Sustainable Development will grant a more important mission to those regions which have accomplished great achievements in building national sustainable development experimental zones. They are the upgraded versions of the national sustainable development experimental zones. In the future, the demonstration zones and the experimental zones will go hand in hand to support mutual development.
