Briefing on the Development of the Pilot Free Trade Zones

I. Seven Newly Established Pilot Free Trade Zones

In order to conduct and explore reform and innovations on a larger scale, build more “test fields” for reform and opening up and form a new pattern for comprehensive opening-up, in the end of last August, the CPC Central Committee and the State Council decided to establish seven new pilot FTZs in the provinces of Liaoning, Zhejiang, Henan, Hubei, Sichuan and Shaanxi and the municipality of Chongqing. Based on Shanghai and other existing FTZs, the new pilot FTZs are supported by well-developed state-level new zones and parks. Each of them has an area smaller than 120 square kilometers and consists of three subareas.

Recently, the State Council officially approved the establishment of seven pilot FTZs and issued the general plans for them respectively. The seven plans fully represent the general requirements for comprehensively deepening reforms and opening up and the important mandate of serving national strategies. Based on the successful reform and experiment experience of Shanghai and other existing pilot FTZs, the plans focus on institutional innovations and seek replicable and scalable outcomes. Focusing on key topics such as “deepening reforms to streamline administration, delegate power, strengthen regulations and improve services”, “letting the market play a decisive role in resources allocation”, “building institutionalized, international and convenient business environment”, “improving the ability of global commodities allocation” and “expanding opening-up in inland regions”, the plans will reform and explore investment, trade, innovation of financial system, interim- and post-supervision and other fields to build leading areas of opening up while effectively prevent and control risks. According to their respective circumstances, the seven new zones explore with SOE reform, investment facilitation and trade liberalization in commodities, especially in oil products, multimodal international logistics system, modern agricultural cooperation mechanisms, and new modes of people-to-people exchanges. They contrast with and complement Shanghai and other FTZs, and help to create a general picture with different highlights and priorities in a broader area.

II. Deepening reform in the Shanghai Pilot Free Trade Zone

Building pilot free trade zones is a strategic move of the CPC Central Committee and the State Council in response to the new circumstances. The Shanghai FTZ was launched in September 2013. In the past three years, the Shanghai municipality and the Ministry of Commerce, guided by the decision and deployment of the CPC Central Committee and the State Council, led by the State Council’s Inter-ministerial Joint Meeting for the Work of Pilot Free Trade Zones, have made bold experiments with investment, trade, finance, entrepreneurship, and innovation, with a view to building the most liberal FTZ. We have made considerable progress and met the overall goal, gaining valuable experiences for deepening reform in an all-round way and opening up to a greater extent.

General Secretary Xi Jinping made important instructions that the FTZ should “continue to emancipate the mind, make brave breakthroughs and set a good model. It should look up to the highest standards, identify weak links, boldly blaze a trail and conduct self-targeted reform so as to further highlight its role in comprehensively deepening reform and opening wider and make it clear-cut to the world that China is committed to opening up at all levels”. He also pointed out that “the Shanghai Pilot FTZ should be built into a comprehensive reform experimental zone integrating openness and innovation and a bridgehead for pushing forward the Belt and Road initiative and promoting market players to go global”. Premier Li Keqiang also made instructions that the FTZs should “see more transformation of government functions, unleash more market vitality and further play a leading and demonstrating role in the new wave of reform and opening up”. In the spirit of these instructions and based on in-depth summary and evaluation of the existing FTZs, MOFCOM and the People’s Government of Shanghai Municipality drew up the plan on comprehensively deepening reform and opening up further in Shanghai Pilot Free Trade Zone in collaboration with relevant ministries, which was lately issued with the State Council’s approval. The plan, which is the third version since the launching of the Shanghai FTZ, embraces the highest and best international standard to deepen reform and opening up, insists on institutional innovation to strengthen systematic integration of reform and ratchets up stress test. The plan puts more emphasis on shifting government functions, the role of opening up in driving growth, preventing risks, integrated development and systematic integration of reform measures. The aim of the plan is to build a comprehensive reform experimental zone combining openness with innovation, a risk and pressure testing zone for an open economy, a pioneer in enhancing governance, as well as a bridgehead to serve the Belt and Road initiative and the strategy of going global. All in all, the Shanghai Pilot FTZ will not only provide experience of reform and innovation that other FTZs can draw on but also accumulate more knowledge on reform and opening up for the whole country down the road.

The Office of the State Council’s Inter-ministerial Joint Meeting in MOFCOM will work with other ministries and the local governments of relevant provinces and municipalities to get on with drafting specific work plans and other organization and implementation work.
