外交翻译 一字千金

摘要：外交翻译担负着沟通国与国之间关系、维护本国利益的任务，责任重大。外交翻译的特点是政治敏感性极强，翻译的话或文件必须经得起推敲，对精确的要求高于其他领域的翻译，发生错误，即使可以弥补，也会造成不良政治影响。现实情况要求中国的外交翻译不仅要外译中，还要中译外，任务更加艰巨。一名合格的外交翻译必须熟悉我国的政策，了解各种国际问题及双边关系的背景，不仅熟悉本国的文化，也应熟悉有关国家的文化。

Abstract: Diplomacy deals with international relations. It is the job of a diplomatic translator to facilitate communication between his/her country and other countries. As every diplomat must serve the interest of his/her own country, so does a diplomatic translator. Political negotiations are highly sensitive. Translation or interpretation must be accurate, i.e. true to the meaning of the source language. Sometimes, a mistake may cause serious political consequences. A Chinese translator often has to translate both ways, from a foreign language to Chinese and vice versa, a job more demanding than his/her foreign colleagues. To be a qualified diplomatic translator, one must understand the policies of one’s own country; know the background of the subjects as well as the cultures of both sides.

施燕华，外交部英文专家、原翻译是主任，中国翻译协会常务副会长。1965年毕业于北京外国语学院研究生班，随即到外交部工作。1971 — 1975年，在中国常驻联合国代表团工作，任我常驻代表、副代表外交活动的口译和他们在安理会等各种联合国会议发言的笔译任务。1975 — 1985年在外交部翻译室工作期间，担任邓小平、李先念等中央领导的翻译。参加了中美建交谈判、中美关于美国售台武器问题联合公报的谈判，以及其他国家与我国的建交谈判。1985 — 1988年，任常驻联合国代表团参赞。1989 — 1990年，任驻欧共体使团及驻比利时使馆参赞。1991 — 1994年，任外交部翻译室主任，担任笔译定稿。1994 — 1998年，任驻卢森堡大使。1998 — 2003年，任驻法国使馆公使衔参赞。现任外交部外语专家。主要译作有：合译并审校《命运悠关的决定》、《英迪拉·甘地和她的权术》、《豪门秘史》、《大座钟的秘密》，《企业家 -世界名牌创始人小传》等及《第四帝国的崛起》、《领导者》部分章节。
