In this picturesque autumn, we are gathering beside the Wolong Lake in the Lishui District, Nanjing City, to hold the Second “Healthy China” Development Conference and the TCM Industry-Education Integration Development Conference, to talk about the “Healthy China” strategy and seek healthy development. On behalf of the CPPCC Jiangsu Provincial Committee, I would like to extend a warm welcome to all the leaders and guests and express my heartfelt thanks to the Revolutionary Committee of the Chinese Kuomintang (RCCK) and friends from all walks of life attending the meeting, thank you for your long-term concern and support for the development of health undertakings in our province!

Jiangsu is a Chinese major province in the development of economy, science and education, opening up and culture. In recent years, under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics, Jiangsu Province has been dedicated to conscientiously implementing the new development concept, resolutely fighting against three critical battles against major risks, poverty and pollution, and firmly promoting the high-quality development in economy, reform and opening up, urban and rural construction, cultural construction, ecological environment and people's livelihood. Its aim is to achieve a decisive victory in building a high-level well-off society in an all-round way and take a new step in the construction of a new Jiangsu Province featuring strong economy, wealthy people, beautiful environment and a high degree of social civilization. This year, in the face of the once-in-a-century pandemic impact, the Provincial Party Committee and the Provincial Government have fully implemented the requirements to ensure stability in employment, financial operations, foreign trade, foreign investment, domestic investment, and market expectations, and done a solid job in ensuring security in job, basic living needs, operations of market entities, food and energy security, stable industrial and supply chains, and the normal functioning of primary-level governments. Remarkable achievements have been made in epidemic prevention and control, as well as economic and social development.

Without universal access to healthcare, there can be no prosperity for all. Since the 18^th National Congress of the CPC, the CPC Central Committee, with President Xi Jinping as its core, has adopted "Healthy China" as a national strategy and deployed a series of major measures that will benefit both the present and the future. It has embarked on the path of pursuing sanitary and healthy development with distinct Chinese characteristics in the new era. Jiangsu Provincial Party Committee and Jiangsu Provincial Government attach great importance to the protection and improvement of people's health, and have formulated and issued the "Healthy Jiangsu 2030" Planning Outline and its specific implementation plans. By actively constructing a high-quality and efficient medical and health service system, taking various measures to promote the development of traditional Chinese medicine, and sparing no efforts in securing the health of the people, Jiangsu has made important progress in the construction of a healthy province. Particularly, to fight against the epidemic, we have taken active and effective actions, and introduced scientific and well-targeted policies, and realized the goal of zero death in confirmed cases and zero infection among medical personnel. Jiangsu sent the largest number of medical personnel to support Hubei Province and contributed to the war against the epidemic.

Under the guidance of the CPPCC National Committee and the leadership of Jiangsu Provincial Party Committee and according to the decision and arrangement on “Healthy Jiangsu” by Jiangsu Provincial Party Committee and Jiangsu Provincial Government, the CPPCC Jiangsu Provincial Committee has concentrated on the key issues such as constructing community-level medical and health service systems, improving the disease prevention and control system, promoting the combination of medical treatment and health care, developing TCM health care themed tourism and advancing the intelligent health, and carried out consultative activities in various forms, through which quality opinions and advices are rendered. This year, a meeting of the Standing Committee of the CPPCC was held with the topic of “deepening the reform of the medical and health system, improving the public health system, and promoting the construction of a healthy Jiangsu province". The Provincial Committee of CPPCC has been making contributions to accelerating the construction of a healthy Jiangsu.

The RCCK Central Committee has been paying close attention to the development of the health and wellness industry and providing support and help to the development of Jiangsu’s health undertakings. It has put forward a series of valuable suggestions and presented many new ideas and new paths. In 2018, the First Healthy China Development Conference held by the RCCK Central Committee and the CPPCC Jiangsu Provincial Committee aroused great repercussions and achieved positive results in promoting the development of health undertakings in the whole province. Therefore, it is believed that the Second “Healthy China” Development Conference and the TCM Industry-Education Integration Development Conference jointly held by the RCCK Central Committee and the CPPCC Jiangsu Provincial Committee will play an important role in promoting the TCM culture, improving the TCM service quality and ability, and transforming Jiangsu from a major TCM province to an advanced TCM province.

In recent years, Nanjing Municipal Party Committee and Nanjing Municipal Government kept taking the development of health undertakings as a major project in the public interest, and vigorously implemented the “Healthy Nanjing” strategy, which has achieved new important results. Lishui District is the “RCCK Health and Wellness Industry Practice Base” and the “Healthy Jiangsu Demonstration Area”, which enjoys superior advantages in location and traffic conditions. Since the First Healthy China Development Conference, Lishui has taken “healthy Lishui, dynamic district” as its positioning and given priorities to the building of a “Internet + Health” big data platform, TCM innovation and development base, a Big Health Standard certification base and a whole rehabilitation industry chain development base to accelerate the gathering of health industries. At present, a number of key industrial projects such as Greenland TCM Health and Wellness Demonstration Area, Baoneng International Health City, Jiangsu Provincial Rehabilitation Hospital, Nanjing Nursing Center have been settled in Lishui. The reform of public hospitals has been praised by the provincial government for three consecutive years. Lishui district has stepped into the provincial forefront in the development of health undertakings. It is hoped that Lishui district will thoroughly implement the new development concept, take the concept of “Big Health and Big Hygiene” as the guide, continue to bravely explore the way for the building of “Healthy Jiangsu”, and provide more effective experience and practices.

Present at today's meeting are comrades from the CPPCC, RCCK and government departments as well as many experts and scholars who have worked and devoted themselves in the field of health care. I sincerely hope that all of you can share your valuable opinions for the implementation of the "Healthy China" strategy and the building of "Healthy Jiangsu" and make your contributions to the inheritance and innovation of the traditional Chinese medicine.
